**Job Summary**
The role of the Tenders and Proposal Specialist for Business Development Department is to actively support the management of projects, key clients, and a wide variety of other business initiatives.
**Duties & Responsibilities, (include but not limited to)**
- Provide support to Tenders & Proposal Manager in the preparation and compilation of various project documents such as tender and technical documents/reports and specification etc.
- Should be familiar with all things related to engineering documents like letters, writing reports, company brochures and similar documents.
- Monitor and ensure compliance with government regulations and procedures related to tender laws in Qatar.
- Stay updated on changes in Qatari tender laws and integrate them into the company's tendering processes to ensure all bids meet legal and regulatory standards.
- Maintain and update all data and scoring metrics entered in proposal qualification, including ICV (In-Country Value) scores, MOF grades, and other qualification criteria.
- Register the company on various client platforms as a vendor to ensure the receipt of inquiries, tenders, and business opportunities.
- Maintain and update vendor profiles on client platforms to ensure compliance with registration requirements and increase visibility for new projects.
- Prepare prequalification documents, Request for Proposal (RFP) responses, and Expressions of Interest (EOI) submissions.
- Read & summarize technical documents (Tender Documents), review and extract relevant sections of the tender documents for each stakeholder.
- Share the specific parts with the relevant team members or departments.
- Follow up with stakeholders to ensure timely feedback and delivery of required inputs for the proposal submission.
- Develop a clear bid strategy by collaborating with internal stakeholders (engineering, finance, legal, etc.) to gather essential information and define competitive pricing and delivery terms.
- Coordinate internally with engineering, procurement, and legal teams to ensure all aspects of a tender (technical, commercial, legal) are thoroughly reviewed and approved before submission.
- Serve as the main point of contact for all client communications related to tenders and proposals, ensuring timely responses to queries and clarifications.
- Negotiate terms and conditions with clients when required, in collaboration with senior management.
- Analyze competitors' strategies and offerings to develop winning proposals.
- Manage proposal timelines and ensure adherence to submission deadlines by coordinating project schedules, milestones, and stakeholder input.
- Track the status of submitted tenders and proposals, ensuring proper follow-up with clients regarding results, feedback, and next steps.
- Prepare regular reports for management on bid status, win rates, and market analysis to inform future strategy.
- Draft routine correspondence, file memos and proofread produced documents.
- Navigate the internet for finding directions, gathering client information, researching the competition and locating clients.
- Perform a variety of computer-based tasks such as: creating spreadsheets, preparing presentations, creating and typing documents, maintaining calendars and tracking deadlines, filing, taking minutes of meeting.
- Prepare tender technical, Financial and Administrative documents required in the submittal.
- Responsible for document control: establish and maintain the project filing in accordance with the quality Management System.
- Create and maintain client network directory.
- Handle project queries / communication in the absence of team members.
- Provide the support and cooperation in regard to the quality department requirements and audits.
**Education & Experience**
- B.A./B.Sc. degree in engineering
- 5 t0 10 years of experience
- Proven experience in Tender & Proposal field
**Required Skills**:
