The Plant, located at Ras Laffan Industrial City, has a capacity to produce 1025 MW (Mega Watts) and 60 MIGD (Million Gallons per Day). This project consists of three gas turbines, two steam turbines, four distillers, related pipelines and infrastructure. Q Power is bound by a 25-year contract to supply its output to state-run Qatar General Electricity and Water Corporation (Kahramaa)

**Purpose of the Job**
- The Chief Operations Officer is responsible to:

- Develop and manage the O&M process to maintain the assets available.
- Assure that the site is organized to meet his production objectives, rated efficiency, maintenance needs, and legal and environmental constraints.
- Manage all operations and maintenance activities to ensure safe, efficient, and reliable operation.
- Development of the long-term operation and maintenance strategy for the plant and the development of a capable team to support that strategy.
- Day to day plant operation and maintenance, safely and efficiently, according to good industries practice, dispatch instructions, the company rules and procedures, OEM guidelines, legal, environmental, contractual and other requirements.
- Ensure that the plant meets safety, availability, reliability, efficiency, generation, and budget targets.
- Establish the appropriate procedures and maintenance management processes as applicable to a prudent operation & maintenance management, in particular the permit to work system.
- Organize risk analysis for the operation and maintenance task.
- Coordinate operations & maintenance activities with finance and accounting, administration and HSE departments
- Manage and monitor the Operations & Maintenance budget in line with the overall company budget.

**Key Accountabilities**
- Drive all Operation and maintenance activities safely and efficiently, to:

- Delivery high level of technical and commercial availability, assuring competitiveness of the power station according with the dispatch instruction, in compliance with law and regulation.
- Meet operational results of the Company in line with the company budget..
- Develop and implement a strong a HSE program at site, including the strict implementation and compliance of the safety rules to assure prevention of lost time accident, severe injuries and/ or fatalities.
- Develop and implement a proper Contractor safety management program to embrace and supervise contractor activities, assuring safety and quality job execution.
- Implement lesson learned process and other activities to achieve a learning organization.

Responsible for budget expense/capital planning and control of the operations &maintenance department.
- Manage and administer fuel supply agreement.
- Manage and administer the Power and Water Purchase Agreement.
- Manage and administer the Seawater Supply Agreement.
- Manage and administer the LTSA.
- Manage the implementation of improvement projects in the assets after their commissioning in order to improve marginal costs, output, and availability and reduce safety and Environmental hazards in order to finally improve the operational results of the Company.
