We are seeking a
Senior Technical Advisor
to provide expert analysis, evaluation, and strategic guidance on major transport infrastructure initiatives. The role supports the Ministry's mission to advance integrated, sustainable, and intelligent transportation systems through evidence-based evaluation and planning.

This is a senior-level position
requiring extensive experience in transport planning, project evaluation, and technical advisory. Candidates without a minimum of 10 years of relevant professional experience
will not be considered.
Key Responsibilities

  • Evaluate and provide technical opinions on reports, studies, and projects referred by the Ministry.
  • Lead project initiation activities, including Project Implementation Plans (PIPs) and Key Performance
  • Indicators (KPIs).
  • Oversee and update master project trackers, charters, and progress dashboards.
  • Conduct feasibility studies, cost-benefit analyses, and business plan reviews.
  • Review technical documents covering transport corridors, ITS systems, and integrated public transport networks.
  • Monitor project performance and prepare high-level progress and advisory reports.
  • Apply GIS, transport economics, and multi-criteria assessment methods for policy and planning support.
  • Coordinate with stakeholders to ensure regulatory compliance, project alignment, and timely delivery.

Qualifications

  • Master's degree in
    Civil/Transport Engineering, Urban Planning
    , or a related field.
  • Minimum 10 years of experience
    in transport project evaluation, planning, or infrastructure advisory roles.
  • Strong expertise in
    ITS, GIS, data modeling, and transport system analysis
    .
  • Proven ability to review complex technical and financial documentation.
  • Excellent communication, analytical, and stakeholder management skills.
  • Previous experience in a government or consulting environment preferred.
