The Manager, Commercial Finance & Projects, is responsible for providing financial leadership and strategic support for commercial operations and project finance initiatives within Qatar Free Zones Authority (QFZA). This role focuses on financial analysis, investment appraisal, and commercial performance monitoring related to real estate development, leasing, and investment attraction. The manager will also lead and coordinate key finance-related projects to support QFZA's strategic growth and operational objectives.

Key Responsibilities:

1. Commercial Finance

  • Develop and maintain financial models and forecasts to support lease structuring, rental income projections, and tenant profitability analysis.
  • Analyze commercial contracts, incentive schemes, and investment proposals to assess financial viability and risks.
  • Provide ongoing financial insights and recommendations to Leasing, Investment Attraction, and Development teams to drive business performance.
  • Monitor commercial KPIs and prepare detailed performance reports for senior management.
  • Develop and maintain model for Service Charges

3. Strategic Financial Planning & Analysis

  • Support the Director in developing long-term financial plans and scenario analysis aligned with QFZA's strategic objectives.
  • Assist in evaluating strategic investment opportunities, joint ventures, and partnership proposals from a financial perspective.
  • Provide commercial and financial input into enterprise-wide initiatives and transformation projects.

4. Stakeholder Engagement & Reporting

  • Prepare and present commercial finance reports, dashboards, and business cases to senior management and relevant stakeholders.
  • Collaborate cross-functionally with Accounting, Treasury, and other Finance teams to ensure integrated financial management.
  • Support external reporting and compliance requirements related to commercial finance activities.

5. Continuous Improvement & Governance

  • Identify opportunities to enhance commercial finance processes, systems, and tools.
  • Ensure adherence to QFZA's finance policies, governance frameworks, and regulatory requirements in all commercial finance activities.

Qualifications:

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field; MBA or professional finance certifications (CMA, CFA) preferred.
  • Minimum 10 years of progressive experience in commercial finance, project finance, or financial planning & analysis, preferably in government, free zones, real estate, or infrastructure sectors.
  • Strong expertise in financial modeling, investment appraisal, working on projects, and forecasting.
  • Knowledge of lease accounting, commercial contracts, and real estate finance is highly desirable.
  • Proficiency in ERP systems (e.g., Microsoft Dynamics, SAP, Oracle) and business intelligence tools (Power BI, Tableau).

  • Experience working within Free Zones Authorities or similar government/semi-government organizations.
  • Strong analytical and problem-solving skills with attention to detail.
  • Excellent communication and interpersonal skills, capable of influencing and collaborating with diverse stakeholders.
  • Ability to manage multiple priorities and projects in a fast-paced and evolving environment.
