Position: Stakeholder Engineer

Location: Site Base

Job Details:

To support and manage all stakeholder coordination and interface activities across project stages, ensuring timely permit approvals, compliance with authority requirements, and effective communication between the project team, consultants, and external governmental entities.

Key Responsibilities

  • Assist in managing stakeholder engagement throughout the project lifecycle.
  • Act as a liaison between the project and external authorities (Ashghal, Kahramaa, MOI, Municipality, etc.) to secure timely approvals.
  • Prepare, submit, and follow up on all permit applications including:
  • Road Opening Permits (RO) via ASHGHAL (QPRO)
  • System Information Sheets (SIS) via KAHRAMAA
  • Dewatering, Haulage, Laydown Area, and Project Signboard Permits
  • Monitor and follow up on remarks via QPRO to ensure closure and permit issuance.
  • Draft and issue supporting letters and documentation for shared ROs and interface coordination.
  • Manage and renew authority approvals and permits from government and private entities (e.g., Kahramaa, MOI, Ashghal, Ooredoo, SPD, MOECC, CRA, QAF, Qatar Rail, Qatar Energy).
  • Coordinate with the Safety Department and MOI for reporting and closing out safety incidents.
  • Maintain updated logs and trackers for all stakeholder-related activities and submissions.
  • Coordinate with contractors, consultants, and authorities to resolve site interface issues.
  • Oversee public encroachment matters and coordinate with property owners for clearances.
  • Ensure compliance with authority regulations and maintain records of NOCs, PTWs, TDPs, and related documents.

Qualifications

  • Bachelor's degree in civil engineering or related discipline.
  • 3–6 years of experience in stakeholder or permit coordination in Qatar's construction/infrastructure projects.
  • Strong understanding of Ashghal (QPRO) and Kahramaa SIS systems.
  • Knowledge of authority regulations and approval procedures in Qatar.
  • Proficiency in MS Office and document management systems.
