Collaborate with Category Managers to implement procurement strategies that support shipyard operations, including new builds, conversions, and ship repair projects. Ensure all procurement and tendering activities, such as sourcing of hull steel, welding consumables, mechanical components, paint systems, and fabrication services are fully compliant with internal policies, classification society requirements, and shipyard safety regulations. Build strong working relationships with production, planning, engineering, and logistics teams to accurately capture work order requirements and align procurement with project schedules. Oversee supplier and subcontractor performance for shipyard-specific needs, including fabrication workshops, blasting & painting services, outfitting materials, and dockside equipment; resolve issues that could delay yard progress or impact vessel delivery timelines. Lead RFx and competitive tendering processes for shipyard materials and services, from defining scope and specifications to bid evaluation and contract award. Monitor material lead times and availability for key shipbuilding inputs, proactively identifying risks and implementing supply chain mitigation measures to avoid production delays. Drive procurement efficiency by standardizing commonly used shipyard items, bundling similar requirements across projects, and conducting make-or-buy analyses for in-yard manufacturing vs external sourcing. Draft, negotiate, and administer contracts and framework agreements for shipyard operations, ensuring clear delivery terms, penalty clauses, and alignment with project-specific needs and timelines.

Education & Professional Qualification:

  • Bachelor's Degree in Engineering, Business Administration or equivalent
  • Accredited Procurement / Supply chain certification is preferable.

Professional Experience:

  • Minimum 8 years of experience in the area of Procurement & Supply Chain Management as a buyer or in a similar role.

Geographic Experience:

Computer Skills:

  • Computer literate (Word/ Excel/ Power-point, MS Project, MS-Visio)

Language Skills:

  • Business fluent English is a must
  • Business fluent Arabic is preferred

Market/Industry/Functional Knowledge:

  • Good knowledge of local and international Procurement laws and procedures;
  • Good knowledge of Supplier management techniques, procedures and policies;
  • Good knowledge of sources of supply, market trends and pricing practices;

Key Roles & Responsibilities

Strategy

1. Align with the Category Manager to implement category strategies.

Governance & Compliance

  1. Execute due diligence to ensure that all procurement activity and tender requirements are compliant with the company's policies and regulations.

  2. Establish and maintain internal relationships with all business areas.

Sourcing & Supplier (Vendor) Management

4. Effectively manage relationships with the suppliers, including escalating and resolving any issues that arise.

Risk Management

  1. Manage supply risks and suggest risk mitigation initiatives.

Execution (Buying / Purchasing)

  1. Coordinate the development of RFIs and RFPs with relevant stakeholders, ensure consistent development of RFIs and RFPs, expedite Purchase Orders for urgent materials, monitor and expedite requisitions to achieve shorter lead times, provide customers with quotations and proposals, support the manager in preparing purchase orders, maintain records of pending purchase orders, and lead the end-to-end RFx processes from planning to awarding.

  2. Collaborate with internal stakeholders to identify and consolidate procurement requirements, provide advisory services on suitable alternatives, coordinate with departments to identify professional services needs, record and consolidate requirements, and facilitate the translation of internal customer requirements into purchase orders for timely procurement of materials, products, and services.

  3. Generate and track value for the organization (e.g. cost savings).

  4. Define optimization initiatives (i.e. standardization, bundling, supplier consolidation).

  5. Initiate, support, and drive make or buy/lease or buy decisions.

  6. Monitor the global supplier market for the assigned category(s). Plan for material and service availability by analyzing trends, delivery systems, and markets.

  7. Participate in the evaluation of proposals, accurately transferring information and documents to the commercial evaluation sheet/Fusion. Review and interpret tender documents and contracts to ensure compliance with corporate policies and procedures.

  8. Execute tender plans for product and service categories, ensuring the best value for the company. Coordinate supplier qualification processes to avoid blacklisted vendors and maintain an updated list. Develop technical and commercial evaluations of bids in accordance with company and tender policies.

  9. Inform stakeholders about procurement activities/policies, collect feedback, and derive initiatives in line with strategic requirements.

  10. Manage the full PO life cycle (PO creation to PO closure) including expediting as required.

  11. Process purchase requisitions as efficiently as possible while maintaining compliance to company policies and generating maximum value for the organization.

  12. Implement alternative procurement sources, plan and execute operational procurement processes, and improve process efficiency through collaboration, cross-functional teams, and integration of internal stakeholders and suppliers in process design and implementation efforts.

Systems & Digitization

  1. Contribute to innovation and digitization in the procurement process through the usage of the appropriate processes and tools.
