Lead Airfield Electrical Technical Officer

Key Responsibilities

• Plan schedules, monitor, and review and supervise for all preventive/corrective works for Airfield Lighting Infrastructure including AGL-CMS (Control & Monitoring Systems), VDGS (Visual Docking Guidance System), SAM (Safe Control Apron Management System) and Non -- AGL building systems to ensure smooth operations and maintenance
• Responsible for the planning and management of the periodic inspections of the airfield lighting system as per ICAO requirements
• Oversee the purchase of all required spare parts to ensure their availability at all times. Response and attendance to breakdown calls in time and adherence to the stipulated KPl's for minimizing downtime and maintaining optimal performance
• Arrange proper deployment of in-house manpower and resources to ensure maximum manpower allocation and utilization with minimal resources wastage
• Contractor management through reviewing of Preventative Plan Maintenances schedules, checklists, asset lists, identify missing assets, spare parts and conducting Quality Audit Review to ensure contractor performances are based on standard best practice, operation & maintenance manual, statutory regulations and safety procedure
• Perform asset condition survey and asset performances assessment to ensure asset availability and reliability at all time
• Conform and abide by occupational health and safety standard by reviewing contractor HSE plans to ensure compliance with current laws and regulations
• Supervise and manage of all new projects, remedial work or any other associated work to ensure timely completion with international standard quality and conforming project specification
• Review all project submittals in a timely manner through checking for compliance with contract documentation and project requirements to ensure compliance to design standards and specification
• Prepare tender documents for new projects or retrofit work include preparing scopes of work, bill of quantities in conforming to project requirement and stockholder requirement
• Maintain the asset data base integrity through delivering new projects in line with the Maintenance Integration policy to ensure all newly created or removed assets are captured and handed over on completion
• Responsible for preparations of Standard Operating Procedures and Risk assessments associated with works involve
• Conduct safety toolbox talk for all works undertaken by supervisors and technicians to ensure all health, safety and environmental standards are met and ensure following SOPs
• Liaise and co-ordinates with other disciplines staff to ensure the optimum interface of the various operational activities with the overall objective of successful completion of the project/task
• Perform other department duties related to his/her position as directed by the Head of the Department

.Qualification

Qualifications

• High School Qualification or Vocational Qualification or Diploma or equivalent with at least 5 years of job related experience
• Bachelors degree or equivalent with minimum of 4 years of Job related experience
• Bachelor's degree in Electrical, Electronics or Computer Science Engineering with experience in a modern SCADA system or computer based airfield control systems used at airport
• Trainings and /or Certifications on ICAO certified course
• .Hands on experience in the troubleshooting & administration of Control System Application ,PLC, Networking, Database system & Data Communication sys
• Functional knowledge of WINDOWS Operating environment, TCP/IP standards based applications, PLC, Object Oriented Programming and administration of large data network system
• Knowledge of Relevant ICAO/QCAA regulations & recommendation
• Good knowledge and troubleshooting skills with all airfield lighting circuits ,ALCM and CCR control circuit
• Sound knowledge both theoretical and practical on VDGS (Visual Docking Guidance System)
• Well versed with Power change over and Standby supplies operational philosophies and operations
• Good oral & written communication in English
