This position is located in the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in the United Nations Office of Counter-Terrorism (UNOCT), in Doha, State of Qatar. The Programme Officer reports to the Head of Office.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism was established for implementing key initiatives under the UNOCT Global Programme on the Role of Parliaments in Addressing Terrorism and Violent Extremism Conducive to Terrorism. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and support to effective functioning of the Global Parliamentary Network and the coordination platform for regional parliamentary assemblies on countering terrorism and preventing violent extremism. The programme fosters a “whole-of-society” approach and is implemented by the United Nations Office of Counter-Terrorismand in close cooperation with global and regional parliamentary organizations, and other partners as relevant. Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of technical assistance and capacity building programmes for parliamentarians.; monitors and analyzes programme/ development and implementation; reviews the programme budget and relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Produces information and communications products (press releases, feature articles, social media products, brochures, and promotional materials), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, and coordinating on the design, printing procedures and distribution.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops for parliamentarians, through other interactive sessions and assisting in developing the action plan the stakeholders will use to manage the change.
  • Supports the Programme Office in actions relative to the administration of human resource activities and procurement matters.
  • Provides advice on interpretation and application of administrative policies, regulations and rules.
  • Researches, analyzes and presents information gathered from diverse sources and produces tools, publications and multimedia resources customized for the use of parliaments.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Contributes to the effective functioning of the online Global Parliamentary Network and Provides substantive support to consultative and other meetings, learning programmes, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, roundtables, and seminars. for parliamentarians; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.       • Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. Education Advanced university degree (Master's degree or equivalent) in business administration, management, social sciences, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

        Experience in administration, budget, and human resources management is desirable.

        Experience with online networks and in coordinating learning programmes is required.

        Experience working in an international organization is required.

        Experience in producing tools, publications and multimedia resources is desirable.

        Experience working with parliamentarians or parliamentary assemblies is required. Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English (both oral and written) is required; Fluency in Arabic is desirable. Knowledge of another UN official language is an advantage.
