BACKGROUND

Climate change, biodiversity loss and pollution have led to a planetary crisis that requires an urgent response. The UN Secretary-General calls the climate crisis 'a battle for our lives', as we still struggle to transform our societies to reach the 1.5-degree path recommended by the Paris Agreement. In an increasingly complex and interconnected world with a real, existential threat such as climate change, there is a growing call for education to enable individuals, as agents of change, to acquire knowledge, skills, values, and attitudes that lead to the green transition of our societies, as enshrined in SDG Target 4.7, and, indeed, in the entire 2030 Agenda. However, recent UNESCO findings show that around half of the 100 countries reviewed had no climate change mentioned in their national curriculum frameworks. While 95% of surveyed teachers felt teaching climate change is important, less than 30% felt ready to teach about climate change in relation to their local context. This contrasts with young people's urgent call issued during the pre-COP Youth4Climate event in 2021, calling upon governments to change education systems to teach the future. As the UN lead agency on Education for Sustainable Development (ESD), UNESCO is leading the global efforts together with partners and stakeholders to promote transformative education to tackle the planetary crisis, through the new global framework for the period 2020-2030, entitled "Education for Sustainable Development: towards achieving the Sustainable Development Goals" (ESD for 2030), which focuses on five priority action areas of policy, learning institutions, educators, youth and communities to ensure all learners are empowered with the needed knowledge, skills, values, and attitudes to lead the green societal transformation. Emerging from the Action Track 2 discussion of the UN Secretary General's Transforming Education Summit in September 2022, focused on learning and skills for life, work and sustainable development, the Greening Education Partnership (GEP) was launched as a global initiative to respond to this urgent call. The GEP aims to deliver strong, coordinated, and comprehensive action that supports countries to prepare every learner to acquire the knowledge, skills, values and attitudes to tackle climate change and to promote sustainable development. Taking a lifelong learning approach starting from pre-primary to adult education, the GEP encourages countries and key stakeholders to focus on 4 action areas: Greening Schools, Greening Learning, Greening Capacity and readiness, and Greening Communities.

The Gulf States have steadily advanced in the Education for Sustainable Development (ESD) over the last decade and on the greening education area, in particular. However, the level of efforts differ from country to country and, within countries themselves, initiatives tend to remain fragmented. Therefore, the UNESCO Regional Office for the Gulf States and Yemen would like to commission a mapping of the status of greening education initiatives in the Gulf States and how global trends are reflected/activated at the regional level. The objective of the study is to provide a mapping of the situation in regard to greening education in the Gulf States and Yemen. The mapping could adopt the Greening Education Partnership's four dimensions (please see below) and map existing policies, frameworks and efforts on the ground around these four pillars: 1. Greening schools; 2. Greening learning; 3. Greening capacity and readiness 4. Greening communities The study will also identify the main challenges and opportunities as well as areas for further research and work.

Long Description

The process of carrying out the assignment should comprise the following tasks (remotely):

1. Conduct a desk review of data and information available regarding the status of greening education in the Gulf States and Yemen adopting the four GEP's dimensions and conceptual framework; 2. Conduct primary data collection with Ministries of Education and National Commissions in the region, on the identified areas, produce knowledge and identify gaps. This can be done through a survey sent out to Member States in the Gulf Region and Yemen, online meetings and interviews. 3. Present the findings of the desk review and primary data collection in the form of a study (around 30 pages) and a PowerPoint presentation. 4. Deliverables The consultant is expected to provide the following deliverables: Deliverables (Timeline)

An initial assessment of the information available through the desk research ( 1 month from the start of the contract) A first draft study containing the findings of the primary data collection. Initial PowerPoint presentation with findings of the study to be presented to and discussed with Member States in the region (2 months from the start of the contract and preferably at the beginning of December) A finalized study, PowerPoint presentation of the findings of the study (3 months from the start of the contract)

Duration of the Assignment: The expected duration of the assignment is 50 working days over a four-month period.

Institutional arrangements: Contractual agreements will be made between the selected candidate and the UNESCO Regional Office for the Gulf States and Yemen. Monitoring of the activities will be the responsibility of the UNESCO Regional Office for the Gulf States and Yemen. Note: 1. There is a possibility of travel but it will be communicated with the selected candidate at a later stage.

REQUIRED QUALIFICATIONS

Education - Advanced degree (Master's Degree or higher) in education, international development, or related fields. Experience . At least fifteen (15) years of relevant experience in the education sector. . Extensive experience in education for sustainable development, environment education, greening education, climate change in education and related areas . Ability to engage with officials in the public sector, Ministries of Education, and the United Nations . Experience working internationally including with the UN organizations with a focus on the Arab States . Outstanding communication skills, with excellent command of spoken and written English and Arabic
