Parsons is working with leading public service organizations to orchestrate large scale O&M transformation for roads activities for programs that drives Service Delivery Excellence, Operational Efficiencies, Capability Building, Change Management, and Outsource Maximization.


Parsons is looking for an amazingly talented Program Manager to join our team The Program Manager will provide overall management of project planning and control, contract performance, resource management, stakeholder management, budgets, risk management, continuity planning and miscellaneous project support activities to achieve client project priorities.

They will be responsible for the program performance, monitoring progress, resolving issues, taking appropriate corrective actions and implementing measures to prevent and mitigate potential risks.


What You'll Be Doing:

  • Program Management
  • Develop program management plan including Project scope of work, deliverables, schedules, resources, staffing requirement, risks, continuity planning, training and knowledge transfer and specific client requirements, if any.
  • Lead diverse, multidisciplinary teams to achieve program objectives on time and budget. Be the key interface to client and the Parsons executive team to provide reports and status on projects. Confirm program milestones are achieved and program risks are managed.
  • Ensure that resources such as staff, equipment, and budget are being used efficiently and effectively to meet program goals.
  • Promotes technical excellence on the project, including furtherance of the Quality Improvement Process. Ensures that adequate checking is performed in accordance with policy and procedure.
  • Manage the scope and negotiates changes to the scope of work with the client and key subcontractors.
  • Ensures that work is coordinated between the internal and external stakeholders by maintaining clear and frequent communications.
  • Provide direction, making decisions and/or obtaining additional assistance as the situation warrants to ensure project completion per schedule and budget.
  • Advises management regarding any problem areas, staffing requirements, scope changes, or other events which could affect project completion and/or profitability.
  • Initiates and/or reviews change order requests for additions, deletions, or changes to the original scope of work.
  • Conduct periodic meetings with client on the progress, feedback and corrective actions.
  • Logistic Planning & Management
  • Planning and overseeing logistics operations, including transportation, inventory management, and distribution.
  • Ensuring that all logistics activities are in line with the relevant regulations, policies, and procedures; and ensuring that all stakeholders are aware of and adhere to these regulations.
  • Monitoring the logistics program performance and managing the risks associated with the program; and taking the corrective actions and implementing measures to prevent and mitigate potential risks.
  • Conduct periodic meetings with client.

What Required Skills You'll Bring:

  • Bachelor's Degree in Engineering / Business Administration. Master's degree an advantage.
  • 15+ years of related program management experience in large Infrastructure Projects/ Urban Asset Operations and Management projects.
  • Professional registration and/or PMP preferred.
  • Must have the ability to manage programs, interface with clients and enjoy being hands on technically in the project.
  • Comprehensive knowledge of industry standards
  • Proven ability to perform in a management capacity, excellent written and oral communications.
  • Proficiency in written and spoken English. Arabic an advantage
