The Role
  • Assists theProject Manager and Construction Manager to ensure that theconstruction elements of public building construction projects arebeing completed according to time budget and Ashghal acceptedquality standards. Assists the Construction Manager to monitor thework completed by the PMC partner company on the development ofconstruction contract package. This could include architecturalcivil electrical and mechanical aspects of technical designdrawings and specifications engineering estimates and projectbudgets and job scheduling Analyses survey reports maps drawingsblueprints topographical and geologic data to provide inputs toConstruction Manager for inclusion in tender documents for PMCcontracts. Visit PMC partner companies and/or third partycontractors to monitor and identify any issues relating toconstruction project timeliness quality and consistency of work andadherence to contract terms. Works closely with PMC partnercompanies and/or third party sub contractors to interpret andexplain plans and contract pertaining to the civil and structuraldimensions of the project. As directed by the Construction Managerand/or Project Manager inspect construction sites on a periodicalbasis to ensure conformance to design specifications and adherenceto quality. Resolves within level of authority or raise concernsregarding modifications or structural changes to ConstructionManager. Interprets explains and enforces regulations ordinancesand policies to PMC partner companies and /or third party subcontractors and confer with Construction Manager regarding possiblechanges to plans and problem resolution. Ensures that PMC partnercompanies produce regular reports on damages accidents delays badweather or emergencies at construction sites. Liaise with PMCpartner companies to ensure validity/accuracy of report and thatany resulting corrective action has been implemented. Liaise on aregular basis with the Construction Manager to inform of progressand agree on any further actions required. Inspects compliancepertaining to Qatari/Ashghal building fire safety handicap andenvironmental codes and regulations. Informs the ConstructionManager of any areas of non compliance identifies corrective actionand agrees with PMC partner company Inspects safety aspects of jobsin progress; encourages contractors to observe applicable safetyrules and regulations. Informs the Construction Manager of anyareas of non compliance identifies corrective action and agreeswith PMC partner company Collects appropriate data on PMC partnercompany progress in order to identify any necessary changesvariations addendums and extension of time to contract. InformConstruction Manager on budget requirements work progressmilestones achieved and indicate operational budgets expendituresand claim of the PMC partner company and/or third partycontractors. As required prepares project files for theconstruction elements of projects. Maintains logs and records ofwork performed; prepares periodic and special reports as requiredMaintain accurate reports of contract work and other assignedactivities reviews progress performance and completion reportspurchase requests requisitions and reports of claims. Assists theConstruction Manager and Project Manager in strengtheningrelationship with the PMC partner companies and/or third party subcontractors.
Requirements
Academic & experiencequalifications: Bachelor degree in civil engineering orequivalent engineering degree Design Experience Membership of aProfessional Engineering Body Minimum 18 years experience inengineering and construction Knowledge and understanding of civilengineering principles Skills/Competencies required LeadershipTeamwork Planning and Organising Results Orientation ChangeOrientation Customer Focu
