Provide overall project cost, schedule, estimating, progress measurement, and change management leadership. Claims, invoicing, tenders, drafting contractual letters and other associated works.

  • Manage Project Cost and Schedule throughout the project life cycle
  • Fully understand the scope of the project, and contractual requirements, identify the major milestones and set clear priorities for the project team
  • Lead the cost and schedule estimates
  • Mentor junior project controls engineers and ensures the technical quality and timeliness of work.
  • Develop and maintain the Project Controls related plans and procedures
  • Participate in tenders submission and progress meetings with project team
  • Participate in gathering and recording lessons learned for the project
  • Serve as the budget custodian, lead financial closeout of the project and participate in other project closeout activities
  • Project cost/schedule with ongoing project analysis, reporting, forecasting, budgeting and Change Management
  • Coordinate the collecting, analyzing, and reporting of project cost and schedule control information to ensure overall project status is assessed, potential problem areas are identified
  • Analyze trends, and prepare forecasts, opportunities and vulnerabilities
  • Administer the project change control process and communicate the implications of changes.
  • Monitoring in the areas of cost control, progress measurement and control
  • Ensure that proper and effective project control measures are in place.
  • Prepare and submit progress and cost/schedule baselines
  • Analyze cost/schedule and progress reports and trends.
  • Participate in Change, variation proposals / Orders
  • Prepare corrective actions and recovery plans, to ensure that the project is on track.

Skills and Qualifications

  • Bachelor's Degree in Engineering or Construction Management from a recognized university
  • Total 10 years' experience with minimum 5 yrs experience in Project control experience focused on cost control, estimating, planning, and schedule control in Oil & Gas Industry
  • Preferred: Experience working in Brownfield oil and gas environment
  • Demonstrated leadership skills
  • Good command of English both written and spoken and in Arabic
  • Strong MS Excel and presentation skills
  • Strong influencing without authority, consulting, mentoring, analytical, and computing skills
  • Strong interpersonal and communication skills; ability to clearly and concisely convey recommendations to management/leadership
  • Preferred Knowledge/Skills/Abilities
  • Experience using P6, AUTOCAD, Outlook, Excel, MS Teams & MS
  • Ability to multitask and respond quickly to urgent analysis requests
  • Preferably based in Qatar

Key tasks & Responsibilities:

  • Ability to develop tender programme, and baseline schedules with little project information.
  • Assist in the preparation and management of overview and strategic programmes, including design, procurement and construction schedules together with supporting information required schedules.
  • Include all project stages from initiations to completion in the baseline and identify stage gates accordingly.
  • Coordinate and manage the preparation and development of master planning, engineering, procurement, and construction schedules together with associated information required schedules.
  • Establish and agree on project reporting procedures, prepare and present, daily, weekly and monthly project progress. Develop project and programme dashboard
  • Monitor schedule trends to identify problem areas and recommend corrective action to management. Monitor actual progress against planned progress
  • Monitor engineering design progress, material and equipment procurement and construction and commissioning status
  • Prepare progress monitoring tools using earned value for the management and monitoring of the abovementioned schedules. Monitor progress both on and off site. Identify deviations (progress trends) in both construction and procurement progress and suggest possible courses of corrective action
  • Working closely with the Project Team to ensure that the 'programme' is feasible, complies with the Project execution plan and other contractual documents
  • Prepares and monitor manpower, cash flow, and material flow as needed
  • Attend meetings as requested by the client/ Management
  • Other duties as requested from time to time
  • Participate with the project management team, as directed by the Management, to achieve project deliverables.
  • Issue highlevel schedule weekly updates
  • Identify and report main issues interfering with progress
  • Identify and report on measures for improving schedule performance
  • Monitor the timing of submittals against schedule requirements
