Job Overview:

The Senior Principal HSE Engineer istasked with solving unique and complex problems that have a broadimpact on the business. They must proactively identify and solvethe most complex problems that impact the management and directionof the business. The Senior Principal HSE Engineer is considered aspecialist in the field of HSE Engineering and they offer a broadbase of knowledge about the Engineering function. The SeniorPrincipal HSE Engineer impacts the direction and resourceallocation of programs and projects in their discipline and workswithin general functional policies and industry guidelines. TheSenior Principal HSE Engineer role requires conceptual andinnovative thinking to develop creative solutions to HSEEngineeringchallenges.

KeyTasks and Responsibilities:

• Perform conceptual FEED anddetailed analyses and design as per design basis projectspecifications design codes and standards
• Develop creative and innovative solutions thatare reliable and costeffective for problems and challenges whenthey arise
• Apply expertise to the most complexproblems
• Manage own time to meet objectivesand (as Lead Engineer) forecast and plan resource requirements
• Develop and manage plans to achieve businessobjectives
• Communicate and explain highlycomplex ideas and anticipate potential objections influencingoutcomes
• When acting as Lead Engineer inaddition:
  • Direct large Engineering team as aLead Engineer on most unique and complex projects
  • Lead the Discipline engineering design of theassigned work area and completed it within the planned schedule andbudget by standards MDR and projectspecific procedures and to ahigh professional standard
  • Plan organize anddirect all aspects of Discipline execution on the assigned projectincluding scope deliverables schedule and all manpower resourcesagree allocations with the Discipline Manager
  • Ensure interfaces and deliverables areidentified
  • Maintain responsibility forprogress and productivity identifying any required correctiveaction
  • Act as project representative forDiscipline during meetings with the Project Team Customerdiscipline lead and relevant agencies such as certifyingauthorities auditors third parties etc.
• Become fully familiarwith the project scope of work specifications schedule and allinterdiscipline requirements; including identifying concerns asearly as practicable and taking appropriate initiatives to addressthe issues
• Interpret contractual requirementsas they relate to engineering execution
• Identify changes to scope and promptly raisechange notifications including providing any necessary supportingdocumentation and estimates; provide similar support for VariationOrders
• Interface with other departments toobtain input for Discipline designs and drawings and to developclashfree designs
• Maintain close coordinationwith other engineering disciplines Planning Fabrication Marine andProject Management Teams as required
• Documentsubstantive communications (communications that result insignificant decisions or assignment of actions) and forward copiesto the Discipline Lead Engineer and Discipline Manager
• Prepare estimates for bid proposals includingtechnical query reviews execution statements and manhour estimatesidentifying software requirements and any other projectspecificrequirements
• Raise technical queries to obtainmissing information clarify work scope and maintain preferredMcDermott procedures specifications standards practices andoperational requirements
• Prepare review and(as Lead Engineer) approve Discipline engineering design basisphilosophies and technical specifications
• Participate in finalizing deliverables listsand deliverables ensuring compliance with specifications andfunctional integrity
• Review project scheduleand fabrication schedule about construction sequence milestones andengineering scope
• Attend project kickoff andreview meetings vendor meetings and engineering meetings asrequired
• Provide Technical direction andreview of designers producing products related to Fire Protection& Safety Engineering
• Prepare reviewand (as Lead Engineer) approve design reports and procedures
• Assist procurement personnel in procuringDiscipline equipment materials and services; ensuring that workproduced complies with Customer objectives and procedures;procurement assistance includes preparing reviewing and (as LeadEngineer) approving requisitions evaluating technical quotationspreparing queries compiling bid tabulations and recommendationspreparing purchase requisitions and coordinating with Procurementto expedite vendor documents as directed by Discipline LeadEngineer
• Review and (as Lead Engineer) approvevendor and subcontractor submittals checking for compliance withproject specifications and providing comments as necessary
• Review and (as Lead Engineer) approve designverification through singlediscipline check/ interdisciplinarycheck (IDC)
• Provide technical support tofabrication and construction queries including identifying defect/rectification requirements
• Keep the DisciplineManager and Project Management Team apprised of all activities andconcerns technical budgetary and manpower related
• Assist in providing inputs for actual planningand forecasting progress reports including associated productivity
• Check final subcontractor and vendor datamanuals to ensure that all requested data has been received andapproved
• Present issues and problems toCustomers promptly and assist the Lead Engineer in negotiatingresolution by project and company requirements
• Perform (as required) Technical Quality Auditreviews by MDR Global Procedures
• Assist LeadEngineer with responses to Customers and other agencies (such ascertifying authorities auditors third parties etc.) on their reviewand approval
• Capture lessons learned andentered them into MDRs Lessons Learned system
• Provide leadership mentoring and guidance toother Engineers
• Supervise and guide assignedengineers and coordinate with project Lead Designers for Disciplineengineering and design deliverables
• Assignpersonnel to analyze and design tasks based on knowledge ofindividual strengths and capabilities
• Monitorcosts of own work processes
• Evaluate costsassociated with products and solutions
• Assistin the maintenance of departmental technical guidelines andstandard calculation notes
• Participate in thedevelopment and maintenance of Global Procedures Software andStandards
• Incorporate approved Lessons Learnedinto MDR Level 2 & 3 engineering procedures as applicable
• Participate in standards developmentcommittees or task groups such as API
• AssistDepartment Manager in identifying departmental needs including thedevelopment of personnel and technical capabilities
• Participate in McDermott forums and representMcDermott as a subject matter expert (SME)
• Provide information on employee performance tothe Discipline Manager
• Assist the Disciplinemanager in interviewing job applicants
• Reviewand (as Lead Engineer) approve the following:
  • Design HSE & fire protectionphilosophies
  • Safety study scope of workspecifications requisitions TBE reports
  • Safetyequipment lists
  • Firefighting equipmentspecifications and data sheets
  • Lifesaving andpersonnel safety equipment specifications and data sheets
  • Safety sign specifications and data sheets
  • Firewater demand and hydraulic calculationreports using PIPENET or equivalent software
  • Inputs to P&ID markups for Firewaterring main system and Deluge system including providing details ofinterconnection with hose reels monitors hydrants and deluge valves/nozzles
  • Escape route and safety equipmentlayouts
  • Safety sign layouts
  • Thirdparty safety study reports that complywith project specifications
• Participate and (as LeadEngineer) coordinate safety workshops (such as HAZID/HAZOP)
• Review and (as Lead Engineer) approve safetystudy closeout reports
• Review and (as LeadEngineer) approve FP&S and relevant other disciplinesvendor data
• Review and (as Lead Engineer)approve technical notes on PFP rating requirements for the projectbased on Safety Study recommendations
• Reviewand (as Lead Engineer) approve inputs for FP&S layouts fireand gas detection layouts and cause and effect matrices
• Prepare review and (as Lead Engineer) approvesafety study action monitoring system and SEAMS register
• Participate in 3D model reviews as necessary
• When acting as Lead Engineer in addition:
  • Act as projectbased discipline focal point ofcontact in communications and meetings with Customer counterparts
  • Ensure substantive communications aredocumented
  • Prepare bids and projectsdiscipline engineering budget and execution plans updating asrequired
  • Identify project staff needs based onknowledge of individual engineers skill sets and provide requeststo the Discipline manager
  • Plan organize andassign tasks responsibilities and manhour budgets to the disciplineteam and verify tasks are completed within budgets
  • Plan Discipline Level 4 detail deliverableschedule/ register compliant with the overall execution plan
  • Prepare working forecasts identifying changemanagement plans corrective action and realtime schedule
  • Provide Discipline inputs for actual planningand forecasting progress reports including associated productivity
  • Alert the project team if any deviation fromthe scope or a need for a change order
  • Reviewand approve requisitions technical quotation evaluations andqueries compiled bid tabulations and recommendations and purchaserequisitions; and coordinate with Procurement to expedite vendordocuments as required
  • Lead the Discipline teamduring project audits (internal Customer and thirdparty technicalaudits) and Design Reviews
  • Review commentsfrom Customers & other agencies on documents and drawingsproduced by the team and resolve and give guidance on their updateand incorporation
  • Assist the Disciplinemanager in the preparation of quarterly forecasts and manpowerplanning
  • Anticipate project engineering needsand plan accordingly
  • Coordinate with vendorfor disciplinemanaged/procured items
  • Assistthe Discipline manager and Project Engineering Manager or ProjectManager in the Performance Evaluation of project team members

EssentialQualifications and Education:

• Bachelors degree or mastersdegree in engineering
• 1520 years in oil andgas with major contractors or consultants predominantly performingdetail design
• Preferably RegisteredProfessional Engineer or member of professional engineering societyas applicable
• Detailed knowledge of designtechniques and analysis methods and detailed knowledge of thetheory content and application of standards codes and guidelines asapplicable to offshore
• Knowledgeable inproject coordination and execution skills
• Recognized across the company as a key leaderhighly innovative designer or highly skilled analyst
• Recognized as having good communication andpresentation skills (e.g. published technical papers are writtenactively participates in conferences and/or seminars and/or is acapable presenter of design solutions or topics at lunch andlearns; etc.)
• Candidate shall have around 25years of experience in Technical Safety Engineering handlingOffshore oil and gas projects
• Candidate shouldhave extensive knowledge in Safety studies and Fire protectionsystems. He/ She should have executed Offshore Oil and Gas FEED /EPIC Projects as Lead engineer
