Medical SME:

Overview:

This position is located in the Coordinator of Afghan Relocation Efforts (CARE) Office, in the U.S. Department of State (DOS) in Doha, Qatar at Camp As Sayliyah (CAS).

The oversight of the medical services tasks is achieved through the collaboration of the Medical Subject-Matter-Expert (SME) and the Contracting Officer's Representative (COR).

Both positions are highly interdependent in achieving the goals of the medical tasks. As such, the SME must have strong teamwork skills to ensure effective collaboration.

While the responsibilities of the SME and COR are distinct, they have a shared work responsibility to support each other and jointly provide oversight for the medical operations.

They complement each other's efforts to ensure the services are being executed in compliance with all applicable regulations. Ultimately, SME and COR collaboration is essential to achieving the goals of the medical tasks.

Primary Responsibilities:

  • The medical SME is responsible for conducting spot inspections of the medical services tasks to ensure that the contractor is meeting the established quality standards. This includes QASP activities in a qualitative basis and analyzing trends to identify any potential areas for improvement.
  • The SME works collaboratively with the COR to develop and implement the QASP for the medical tasks and activities to ensure that they meet the established benchmarks.
  • Through regular assessments with the COR, the SME provides recommendations for improving the quality of the contractor's services and serves as the primary expert.

Education and/or Experience:

  • Must have a minimum of five (5) years of fulltime clinical experience within the past seven (7) years, post NP or PA family practice certification, with at least 75% of the time involved in direct primary care.
  • Diploma from accredited Family Nurse Practitioner (FNP) or Physician Assistant (PA) program with a minimum of a master's degree in a healthrelated field from a school in the U.S. or Canada that was approved by a recognized U.S. accrediting body in the year of the applicant's graduation.
  • Equivalent degree from a foreign school that provided educational and medical knowledge equivalent to accredited schools in the U.S.

Knowledge, Skills, and Abilities:

  • Working knowledge of government contracting preferred.
  • Must be proficient with Microsoft Office suite of products including: Word, Excel, PowerPoint and Outlook.
  • Interpersonal skills sufficient to positively influence staff and client are required.
  • Must demonstrate a good attitude and ability to work as a member of a team.
  • Position requires selfmotivation and the ability to work effectively under a minimum of supervision.
  • Must be able to multitask efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.
  • Must have excellent organizational and planning skills.
  • Oral and written communication skills; analytical thinking skills.
