**الوصف**:
**الأهداف الوظيفية**:

- العمل على إعداد العقود والمناقصات وتنظيمها بحسب السياسات المعتمدة بالمعهد والدولة وضمان الامتثال للمتطلبات والقواعد التنظيمية المتعلقة بالعقود والمناقصات.
- إعداد كراسة الشروط ومستندات المناقصات قبل رفعها للجنة المناقصات والمزايدات ومتابعة مداولاتها.
- صياغة والتفاوض وتقديم المشورة بشأن مجموعة واسعة من العقود (اتفاقيات المشاريع والبحوث والمنح، عقود البناء، عقود التشغيل والصيانة، شروط وأحكام العقد من الباطن وكذلك عقود الشراء، تسوية المنازعات، اتفاقية البيع والإيجار، مشروع مشترك، مذكرة تفاهم، اتفاقيات استشارية، اتفاقيات سرية).
**المسؤوليات الرئيسية**:

- العمل على إعداد وثائق العطاءات والمقترحات وإجراءات تنفيذ عملية المناقصة، وكتابة/ المساعدة في كتابة مواصفات العطاء للسلع والخدمات التي تحتاجها الإدارات، وتحليل الاستجابة، وتقديم توصيات لمنحها، وتنفيذ الاتفاقيات التعاقدية.
- العمل على تجهيز مذكرات التحليل النهائية وقرارات الترسية للعطاءات وضمان صحة وقانونية إجراءات التحليل فنياً ومالياً.
- تحديد الشروط التعاقدية مع موردي المواد والخدمات لتحقيق أفضل فائدة للمعهد.
- العمل على إجراءات التعاقد والتنفيذ وضمان شمول العقود على الشروط الجزائية والفترات الزمنية والمتطلبات القانونية المعتمدة وكافة المتطلبات الأخرى مثل الأمن والسلامة والجودة وقرارات اللجان المختصة وغيرها،
- العمل على تنظيم العمليات المتعلقة بمطابقة المواصفات الفنية والشروط المطلوبة مع العروض المقدمة والإشراف على جاهزية الإعداد الفني لكافة المناقصات والوثائق والملاحق التفصيلية الخاصة بالمواصفات والمخططات المعتمدة ومعايير إعداد وتنفيذ وضبط جودة المشاريع.
- الاتصال والتنسيق مع الجهات ذات العلاقة لضمان الوفاء بجميع متطلبات التعاقد القانونية.
- تحليل ومراجعة جودة الخدمات المقدمة/ التي تم تنفيذها من جانب العقد مع الإدارات والكليات المعنية لضمان تنفيذ العقود المطلوبة.
- إعداد مستندات العقد الأخرى مثل أوامر التغيير والتسوية وشهادة الإنجاز وشهادة الصيانة وشهادة المسؤولية عن العيوب.
- إعداد تقارير الأداء العام لخطة المناقصات والعقود ورفعها للرئيس المباشر.
- إجراء مقارنات الأسعار المرجعية داخل وخارج المؤسسة.
- حفظ العقود والملفات ذات الصلة والتأكد من دقتها وصحتها واكتمالها
- المشاركة في إعداد الموازنة الخاصة بالقسم بالتنسيق مع رؤساء الأقسام.
- العمل على توفير كافة الضمانات البنكية والكفالات والتأمينات المقدمة من قبل المقاولين والاستشاريين بالتنسيق مع الإدارة المالية والتأكد من إرجاعها لهم في حال عدم الترسية عليهم.
- إدارة قواعد البيانات الخاصة بالقسم ومتابعة تطويرها وتحديثها دورياً وتحديد آليات ومنهجيات التعامل الفعال معهم.
- المساهمة في الإشراف على طرح المناقصات الفنية وملحقاتها وفق الوسائل والمنهجيات المعتمدة بهذا الخصوص.
- معرفة القانون القطري وذلك فيما يخص صياغة العقود وبنوده بحسب طبيعة ونوع العقد.
- تنفيذ أي مهام أخرى يكلف بها من قبل الرئيس المباشر.
