O&M Technical Director (Drainage)

Parsons is working with regions leading public service utilities to orchestrate large scale O&M transformation programs that drives Service Delivery Excellence, Operational Efficiencies, Capability Building, Change Management, and Outsource Maximization.
Parsons is looking for an amazingly talented O&M Technical Director to join our team The O&M Technical Director will enable this transformation and provide operational leadership to Parsons's clients to enable safe, efficient and reliable operation and maintenance.
Overall, the Operation and Maintenance (O&M) Technical Director for Drainage will be accountable and responsible organizing, planning, and managing all staff and activities associated with the drainage system as well as maintaining the drainage system's quality and functionality.
What You'll Be Doing:
- Developing and implementing a comprehensive maintenance plan for the drainage network with client priorities, which includes regular inspections and maintenance schedules designed to keep the drainage system and operational.
- Monitor the maintenance teams responsible for maintaining the drainage system, which includes scheduling their work, providing necessary equipment and tools, and ensuring their work is completed efficiently and to a high standard.
- Directing the activities of assigned staff, coordinating, prioritizing, and assigning tasks and projects, tracking, and reviewing work progress and activities.
- Ensuring that all maintenance work and operations for the drainage system comply with safety policies, best practices and applicable regulations. This may involve maintaining records of safety inspections and reviewing incident reports to identify areas for improvement
- Ensure O&M costs are in line with project budget and recommend costsaving opportunities.
- Collaborating with internal and external stakeholders including local authorities, government agencies, subcontractors and community groups.
- Manage all 3rd party contractors/ subcontractors and extended warranties, including negotiation of O&M contracts with subcontractors.
- Evaluate all work in progress to ensure that quality, statutory code, and operational standards are adhered.
- Administering contracts with and conferring with construction contractors and engineering/departmental staff, scheduling projects; providing technical oversight, inspecting work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
- Lead, coach and develop a team to ensure operational tasks are delivered on time, within scope and budget.
- Driving maintenance training and upskilling programs for the continuous development of O&M staff and department's personnels
- Oversee the development and implementation of manpower planning and management development programs to meet key objectives.
- Ensure O&M activities are conducted and meeting safety and quality requirements.
- Review and approve O&M provider change orders, as appropriate.
- Review monthly operations reports provided by O&M partner. Guide in adapting corporate monitoring/ reporting/ analytics system needs.
- Analyze O&M data and incidents and drive optimization and efficiency.
- Review preventive and corrective maintenance reports provided by O&M partner.
- Directing the maintenance of accurate records and files and preparing a variety of periodic and special reports and correspondence.
- Recommending strategies that focus on maximum efficiency and continuous improvement of personnel, techniques, and equipment.
What Required Skills You'll Bring:
- Degree in Civil Engineering with 20+ years of proven experience in the Drainage System Development and Operation & Maintenance Projects.
- Master's degree in engineering is preferred
Desired Skills:
Strong project management; Problem solving and organizational skills; Interpersonal and leadership skills.
- Experience in leading and managing long term O&M contracts.
- Ability to manage large infrastructure project complexity, processes, dynamics, stakeholders, budget, staff and outcomes.
- Proficiency in written and spoken English. Arabic an advantage
