Title

SR. COUNSEL (INFRASTRUCTURE)

Primary Purpose of Job


o To provide legal advice and opinions with respect to procurement of goods and services or tenders of Qatar Energy, its subsidiaries, affiliates or Qatar state-owned entities; o To provide advice and to negotiate infrastructure contracts such as Land Leases, Corridor Licenses, Service agreements, Access & Indemnity Agreements, Utility agreements, Bulk Supply Agreements, Master Agreements, construction agreements, Infrastructure sharing agreements, Joint Infrastructure arrangements, O&M agreements, Cost sharing arrangements, Port Licenses, and general land and infrastructure matters; o To advise on drafting/revising land lease procedures and industrial cities regulations such as Port Regulations, Environmental Regulations, Fire and Safety Regulations; o To advise on claims and breaches of contract including advising on remedies and eviction of land; o To provide general commercial Legal advice on a wide range of operational matters such as EPIC, FEED, Drilling, Wells services, MSA, goods/services, IT and other contracts as assigned by the Associate General Counsel or Head Counsel, in accordance with QatarEnergy's Policies and applicable laws and regulations to the best interest of QatarEnergy; o To help continuously improve the way department and its clients works for example by: improving model contracts, creating guidance material, training others, creating digital tools to empower colleagues in the front lines and simplifying the way we work.

Education

  • Juris Doctorate, Bachelors of Law or equivalent from recognized University, preferably post graduations studies or master degree of law.
Experience & Skills


o Civil law background is required, additional common law background/experience is advantageous in particular drafting of contracts; o Excellent legal drafting and writing skills in English; o At least 12 years of legal and contracts experience including most of the practice areas listed in the Primary Purposes above; o Must have experience in the upstream and downstream oil and gas industry; o Experience with leases and other property contracts is a must; o Experience in the engineering and construction industries is highly advantageous; o Must be proficient in using Microsoft Office suite of tools; o Workload is high and the successful candidate can stay calm and positive and has a proven track record of: - Providing practical advice; - Knowing when to dive deep into legal analyses and when 80/20 will do; - Being able to separate the big issues from the small issues; - Being able to prioritise; - Being able to manage a wide area of clients and managing conflicting deadlines.
