The Procurement Manager is responsible for managing the strategic planning, sourcing, negotiation, and management of procurement activities within the organization. This includes managing procurement requisitions, coordination with Requesting Departments, identifying cost-saving opportunities, managing vendor registration and relationships, ensuring adherence to procurement policies and procedures, and driving continuous improvement initiatives.

Key Responsibilities:
  • Manage and control all procurement and Call-Off Agreements processes by administering all requests for all departments from request to closeout, in accordance with the policies and laws. Prepare complete documents for the requested Call-Off Agreements, Purchase Orders, Contracts, Tenders, Variations, Requests for Quotations/Proposals, payments, bonds, letters, claims, and closeout.
  • Develop and implement procurement strategies that align with the organization's goals and objectives.
  • Continuously review and update procurement processes, policies, and procedures to ensure efficiency and compliance with industry best practices and relevant regulations.
  • Collaborate with other departments to review purchase requisitions, identify opportunities for cost savings and process improvements.
  • Manage the process of Vendor Registration within ERP (Microsoft Finance and Operations). Identify, evaluate, and select vendors based on their ability to meet the organization's quality, delivery, and cost requirements.
  • Lead the procurement of goods and services by conducting market research, preparing requests for quotations and proposals (RFQs / RFPs), negotiating, evaluating bids, and issuing Purchase Orders and Call-Off Agreements.
  • Ensure accurate and timely reporting of procurement activities and results to Management. Assist with the preparation and distribution of reports for the Procurement and Contract Department and Tender Committee.
  • Provide leadership, guidance, and support to the procurement team, promoting knowledge sharing and ensuring a high level of performance and professional development.
  • Establish performance objectives, conduct performance evaluations, and identify opportunities for training and development for the team and Qatari Nationals.
Minimum Requirements:
  • Bachelor's degree in business, Supply Chain Management, or a related field
  • +10 years of experience in procurement, with at least 3 years in a managerial role
  • In-depth knowledge of procurement principles, practices, and relevant regulations
  • Strong negotiation and contract management skills. Excellent communication and interpersonal skills
  • Proficient in ERP Systems processes and workflows
  • Fluent in Arabic and English (listening, writing, and speaking)
