Your Opportunity:

Stantec's Management Consulting Group in the Middle East is looking for a highly experienced, results-oriented Planning Engineer to provide consulting advisory services to one of our major clients on Public Private Partnership (PPP) projects in the State of Qatar.

Your Key Responsibilities:

  1. Support the Stantec Management Consulting Team in Qatar in providing consulting services to clients in the development and procurement of PPP projects in the State of Qatar.
  2. Contribute to the technical requirements of a PPP Project and provide advice to the client.
  3. Conduct analysis on the optimization of land use within project areas, ensuring adherence to zoning regulations, environmental impact, and community needs are met.
  4. Assist in the development of feasibility studies for Hospital and care facilities (inpatient and outpatient) in the project development phase.
  5. Coordinate with project stakeholders such as architects, engineers, and other stakeholders to review designs of infrastructure elements, including transportation networks, public spaces, and utilities.
  6. Study and research existing medical facilities (inpatient and outpatient) in the State of Qatar, including applicable local laws and regulations governing such sites.
  7. Prepare conceptual design reports and presentations and present to the Client, internal and external project stakeholders.
  8. Prepare presentations, technical briefs and present to external and internal stakeholders at all levels to report progress and accomplish the Client's PPP program goals.

Qualifications:

Key Experience Requirements:

  1. Hospital and/or other social services PPP Project experience during pre-construction and procurement phase.
  2. Experience creating comprehensive plans for the development of hospitals and medical facilities.
  3. Experience in assessing and planning the optimal land use for medical facilities.
  4. Experience in sustainable planning and environmentally friendly design.
  5. Experience in working with local communities and stakeholders to ensure the developments meet their needs and expectations.
  6. Experience working with PPP Projects in the Operational phase is considered as a strong asset.
  7. Experience working with PPP Project Agreements and RFPs.
  8. Experience with advising clients during all stages of a PPP Project.
  9. Experience with medical facilities PPP projects during construction and operational phase is a strong asset for this role.

Your Capabilities and Credentials:

  1. Strong analytical skills to assess and optimize land use, environmental impact, and community needs and to develop effective urban planning strategies.
  2. Experience in urban planning and development, particularly in large-scale infrastructure or mixed-use development projects.
  3. Working knowledge of local and/or regional [Qatar/GCC] construction, safety, and environmental regulations.
  4. Research-oriented individual with attention to detail.
  5. Strong problem-solving abilities and attention to detail are essential.
  6. Ability to work independently to firm deadlines and to manage multiple competing priorities.
  7. Enjoy working in a fast-paced, collaborative team environment.
  8. Time-management skills – ability to work under pressure with dynamic deadlines.
  9. Ability to work in a multi-cultural work environment and build effective relationships.
  10. Advanced PowerPoint skills to develop dynamic stories and present analyses are required.
  11. Well-developed written communication skills in the preparation of presentations, technical reports, correspondence, and proposals are mandatory.
  12. Excellent oral and written English skills.
  13. Exposure to and experience with Clients under client-facing roles.

Education And Experience:

  1. Bachelor's or master's degree in civil engineering, Urban Planning, Construction Management, or a related field.
  2. A minimum of 10 years of post-graduate work experience is required.
