Doha, Baladīyat ad Dawḩah, Qatar Fusion Outsourcing and Services Full time

To assist and support the Commissioning Site Head in overseeing the activities of the EPCIC Contractors related to the commissioning of a new Central Processing Platform (CPP), a bridge-linked flare, and a bridge link to a riser platform during both the preparation and execution phases at HHI in Ulsan, South Korea, and the offshore ALS field.

The Commissioning Mechanical Leader will report directly to the Commissioning Site Head and will be responsible for:

  1. Reviewing the commissioning preparation by the contractor, including, but not limited to, ICAPS database population, procedures, RFCs preparation, and OTP preparation.
  2. Supervising pre-commissioning and commissioning preparation and execution at both the fabrication sites and offshore, ensuring timely delivery of an installation that is ready for operation and on schedule.
  3. Managing activities for the discipline from Ready for Commissioning (RFC) status to completion of commissioning activities.
  4. Assessing the satisfactory completion of work and job functions in a safe and timely manner.
  5. Adhering to and effectively communicating Project HSE Worksite instructions and policies.
  6. Proactively addressing and reporting any identified HSE deficiencies to the HSE department.

ACTIVITIES

  1. Ensure proper implementation of all pre-commissioning / commissioning discipline requirements as per the contract.
  2. Review the preparation of pre-commissioning / commissioning procedures (writing them if necessary to meet deadlines and milestones), and reporting tools prepared by contractors (e.g., technical databases, planning, punch lists control, and follow-up of relevant disciplines). Mechanical scope items include Platform Crane, Fire Water Pump(s), Air Compressors, Centrifugal Pumps, etc.
  3. Promote safety in commissioning activities and ensure that safety procedures are followed by both the contractor and the company.
  4. Maximize onshore commissioning and minimize downtime due to interface issues.
  5. Coordinate with other project entities, disciplines, and existing facilities.
  6. Ensure comprehensive lists of pre-commissioning and commissioning procedures, including operational test procedures.
  7. Ensure understanding and proper implementation of TOM preservation and prior-to-first-oil preservation procedures.
  8. Ensure availability of sufficient mechanical pre-commissioning and commissioning spare parts, consumables, equipment, special tools, etc., in a timely manner.
  9. Follow the execution of mechanical commissioning activities to achieve the commissioning schedule completion target.
  10. Supervise the reporting of commissioning execution to ensure that all technical and contractual information is properly recorded and available for inspection or reference as required.
  11. Control and follow-up on red-line mark-up drawings for mechanical equipment.
  12. Assist the piping team during leak testing and flange management.
  13. Control and follow-up on vendors' commissioning scope of work activities, such as SAT, OTPs, document updates, punch list closure, and reporting.

Requirements

QUALIFICATIONS & EXPERIENCE REQUIRED:

Qualification: Bachelor of Science (BSc) degree or equivalent in engineering.

Experience: At least 15 years of experience in the offshore oil & gas industry, with a minimum of 10 years in a lead commissioning role.

Proven track record of leadership and problem resolution.

Strong interpersonal and communication skills.

Availability for technical missions worldwide.

Experience with relevant standards, methodologies, and codes (e.g., OPERCOM, ICAPS, DCC, and industry codes and standards).

Proficient in computer use.

Ability to work on projects in a complex and multicultural environment.

H2S OPITO and T-BOSIET training required.
