The Senior Risk Engineer is responsible for AA Risk & contingency plan in alignment with the PWA Enterprise Risk Management Policy, Process and Framework. Act as a catalyst to effective Risk Management activities.

Your Tasks
  1. Identify a programme of works to mitigate key risks, support the investment decision and monitor delivery, while ensuring short term measures are implemented to minimize customer impact.
  2. Communicate risk and mitigation status to all the Key personnel and interested stakeholders.
  3. Provide supports with Departmental Risk Champion, Operation & Maintenance Engineers to develop site response plans for specific critical assets. Support the appraisal of contractor risk management plans and promote alignment with ERM Policy.
  4. Ensure training on, and implementation of, Contingency Plans and Site Response Procedures and support stakeholder engagement.
  5. Supports Contingency and Business Continuity readiness through simulated incident exercises.
  6. Prepare Department Incident Emergency Management Plan in align with the PWA Master Crisis Management Plan, and the AA Business Continuity Plan.
  7. Support the preparation and annual review of the PWA Master Crisis Management Plan.
  8. Support the preparation and annual review of the PWA Business Continuity Management Policy.
  9. Support project handover for major assets to minimize risk.
  10. Align risk management activities to achievement of KPIs and the PWA vision.
  11. Ensure adherence to Health and Safety Procedures and all company policies, procedures and regulations.
  12. Perform other duties/ tasks as required.
  13. Collaborate with Internal Audit in further advancing and integrating risk management practices into the business.
  14. Provide support for rainy season readiness, Rain events and Events management to mitigate disruptive situation.
  15. Provide regular Risk Management Awareness training sessions to AA staff, and ensure Risk Culture promotion. Support and provide inputs for BOKs (Book of Knowledge) and necessary document on Risks needed for Knowledge management under PMO portfolio.
  16. Support Engineers / PMs to assess and challenge detailed project/ programmes plans identifying key Risks, Issues, Dependencies and mitigation actions required.
  17. Ensure that Risk Management principles are an integral part of the way projects are managed.
  18. Work closely with Engineers / PMs and support and advise on completion of processes and templates for Risks, Issues, Dependencies and Mitigation actions to suit the standards required by the Business and other Stakeholders (State Audit Bureau / EPMO / PTO / PQD, etc.).
  19. First point of contact for Risk and Issue escalation.
  20. Subject Matter Expert support during assurance reviews.
Your Profile
  1. Bachelor's or master's Degree from a recognized institution (engineering, with additional business and/or legal/finance training preferred).
  2. Deep knowledge and experience of the ISO 31000:2018 Risk Management methodology and processes, as well as COSO or IRM Enterprise Risk Management Frameworks.
  3. Accreditation or certification from the Institute of Risk Management, Project Management Institute or similar would be an advantage.
  4. Prior experience conducting risk analysis at project, operational and/or enterprise level is preferred.
  5. Valid Qatar Driving License is required.
  6. Minimum of 20 years' experience preferably working in Roads and Drainage industry with a Minimum 7-10 years of experience in risk management services (Enterprise risk management, Internal audit).
  7. Experience working in a multidisciplinary organization, preferably in the Middle East.
  8. Proven experience in Operational Risk Management.
  9. Proven experience in conducting risk analysis at project, operational and/or corporate/enterprise level.
  10. Knowledge and experience in risk assessment and establishment of controls.
  11. Experience with auditing and reporting procedures.
  12. Familiarity with industry compliance standards and regulations.
  13. Strong computer and research skills; knowledge of statistical and risk analysis/management software is preferred.
  14. Analytical mind with problem-solving aptitude.
  15. Strong communication skills, the ability to develop and manage relationships, along with a good understanding of risk management practices will be essential.
  16. Excellent communication and presentation skills.
  17. Ability to influence and engage stakeholders and staff at all levels within the Organisation.
  18. Ability to communicate verbally and in writing in Arabic is preferred.
