Job purpose: The IT Program Manager takes ownership of the IT projects to ensure applications and services are successfully delivered (e.g., against scope, cost, time, quality) and maintained through the application of program management methodologies and business operations. They will be responsible for upholding processes for Project Management resources, and for projects and program delivery across initiatives that are strategic and complex in their nature. They will be responsible for the definition, implementation, and evolution of business processes, continuous improvement activities in line with the PMO standards and framework.

Main tasks and responsibilities:

This is a full-time on-site role for an Information Technology Program Manager in Doha, Qatar. The Program Manager will be responsible for overseeing and managing information technology projects, ensuring their successful completion within scope, budget, and timeline. They will collaborate with cross-functional teams and stakeholders to define project objectives, develop project plans, and monitor project progress. The Program Manager will also be responsible for managing project risks, resolving issues, and providing regular updates to senior management.

Qualifications:

  • Experience in Program Management, Project Management, and Information Technology
  • Strong analytical skills and ability to effectively manage resources
  • Experience in budgeting and financial management
  • Excellent communication and leadership skills
  • Ability to work collaboratively with cross-functional teams and stakeholders
  • Knowledge of healthcare industry and related regulations is a MUST
  • Bachelor's degree in Information Technology or related field is required, Master's degree is preferred.

Education requirements:

Graduate degree in IT or equivalent (Essential).

PMO or equivalent certification.

Language requirements:

English – Fluent (Required) | Arabic – Fluent (Preferred).

Experience:

  • Minimum 10 years of experience in healthcare applications.
  • 4 years of experience as FTE in an operating impatient facility (required).
  • Managerial experience, particularly with large complex projects.
  • 8 years of experience in Project Management.
  • 6 years of experience with technology or applications implementation or managing in a consulting environment.

Knowledge and Skills:

  • Proven IT governance knowledge or equivalent certification like CGEIT.
  • Enterprise architecture knowledge or equivalent certification like TOGAF.
  • Overall understanding of enterprise security governance concepts.
  • Demonstrated ability to manage suppliers in outsourcing contracts.
  • Proven People Management skills.
  • Ability to lead the most complex programs and clients.
  • Ability to make difficult decisions and own the outcomes.
  • Ability to lead and grow direct reports.
  • Understanding of agile needs of healthcare applications customization.
  • Strong attention to detail.
  • Demonstrable ability to operate under tight deadlines.
  • Ability to work with agile teams.
  • Ability to work across multiple projects.
  • Ability to manage workload with minimal supervision.
  • Excellent written and verbal communication skills.
