The SHE Associate will be responsible for supporting the development and/or implementation of the BAE Systems' Safety, Health and Environmental (SHE) policy, systems and objectives for the Qatar Technical Institute (QTI). The Associate will be responsible for providing competent SHE advice, systems and assurance for the QTI enabling them to successfully manage SHE and to achieve company strategic goals.

The job holder will ensure the QTI is aligned to UK and Qatar SHE standards and will involve the development, maintenance and deployment of the BAE Systems' SHE Management System (including objectives, processes and assurance) that meets the requirements of BAE Systems' Operational Framework and International SHE Standards (ISO 45001 and ISO 14001) and supports the achievement of Organisational goals.

The candidate will be an ambassador for cultural change within the business, able to influence and promote a positive SHE culture at all levels, applicable to all operations and activities within the QTI.

As part of the application of the SHE policy at the QTI, the SHE Associate will also support the Engineering Lead and the Facilities Management Lead in application of the BAE Systems Safety and Environmental Management Systems (SEMS). They will be required to provide consultancy and guidance to all areas of the project to ensure that all safety risks associated with operations are appropriately managed and mitigated. This integrated approach will support the application of 'Total Safety' at the QTI.

The SHE Associate will also be required to support the BAE Systems Qatar Branch Office Head Office, and on occasion provide support to BAE Systems Typhoon Operations at Dukhan Airbase.

Core Duties

The job holder will support activities associated with improving SHE practice and performance within the QTI, including (but not limited to):
  1. Deployment and implementation of the BAE Systems SHE Policy and the SHE Management System, SHE objectives and targets, provision of competent SHE advice on risk management and control, collation and provision of SHE performance reports and presentations (such as injuries, audits, regulatory issues), investigation and reporting of incidents in accordance with regulatory and/or Customer requirements.
  2. Provide competent and comprehensive SHE advice and support to Line Leaders within the QTI enabling them to effectively manage their SHE responsibilities.
  3. Lead on risk assessment, accident/incident analysis and assurance activities, along with a wide variety of SHE related tasks.
  4. Support the development and implementation of innovative SHE change programmes, ensuring consistency and effective improvement with SHE risk management.
  5. Collaborate with key stakeholders, influencing them to appropriately consider SHE factors during decision-making.
  6. Provide assurance for determining compliance with relevant legal, BAE Systems' Operational Framework and the Air SHE Management System requirements within the QTI.
  7. Deliver duties to appropriate timescales and to budget. Monitor the effectiveness and provide regular reports on all of the above to relevant stakeholders.
  8. Be seen by Internal and External stakeholders as the SHE expert within QTI.
  9. Coach and motivate others to appropriately consider SHE with decision making within the QTI.
  10. Ensure the appropriate level of Safety & Environmental Management standards and assurance activities are applied effectively across the QTI.
  11. Provide guidance to all areas of the project to ensure that all safety risks associated with operations are reviewed and appropriate action taken.
Key Accountabilities
  1. Support the management of all safety risks within the QTI, ensure they are continually assessed, consistently managed, and appropriately escalated to assure the overall safe operations.
  2. Provide competent advice and guidance at SHE Review Meetings.
  3. Manage all safety risks (SHE, Product & Facilities related) and issues identified within the QTI.
  4. Assist in the coordination of independent safety and assurance audit activities, ensuring SHE policies are being applied effectively.
  5. Produce, where necessary, Environmental Impact Assessments.
  6. Assist in the investigation into the root causes of accidents, injuries or illness related to the working environment.
  7. Manage emergency procedures and organizing emergency teams and key responsibilities.
  8. Facilitate the review of Customer safety related dependencies identified and captured by the project.
  9. Act as a primary point of contact for all Health and Safety matters.
  10. Produce reports for management, at varying frequencies, as appropriate.
  11. Deliver BAE Systems' SHE Induction training for all new employees, refresher training, and Tool Box Talks as appropriate.
Requirements
Required:
  • The jobholder is required to hold a comprehensive and contemporary technical understanding of SHE management standards and practices and relevant BAE Systems' processes and procedures.
  • The holder will have an in-depth understanding of SHE requirements, internal and external best practice.
  • The job holder will have the NEBOSH Certificate in Occupational Safety & Health and will be working towards the NEBOSH Diploma in Occupational Safety & Health (or equivalent).
  • A minimum of two years', ideally five years' experience in an environment health and safety role.
  • Knowledge of UK SHE Law and regulations.
Desirable:
  • Experience of operating in both a Middle East and Military environment would be preferred but not essential.
  • An understanding of Product Safety, hazard identification & mitigation logs, safety justifications and fault analysis.
  • Knowledge of applicable Qatari regulations relevant to SHE.
The SHE Associate must be able to influence at all levels within the organisation; therefore, in addition to technical knowledge certain key behavioral competencies are required:
  • The ability to promote change and communicate effectively with a wide range of stakeholders.
  • Strong organisational and motivational skills.
  • Competent in the use of IT, spreadsheets, word, PowerPoint and database management.
  • Must be able to coordinate multiple priorities in a dynamic operating environment, working with a high degree of autonomy.
