Position

Prepare estimates and ensure adherence to estimating procedures for project opportunities and execute and supervise estimates to ensure work is delivered to Worley and its clients.

Major Accountabilities Of PositionPrimary Objectives / ResponsibilitiesProject Execution & Deliverables

1. Prepare and supervise cost estimates in accordance with the approved procedures to cover the following project phases:

1. Concept selection and FEED
2. Engineering, project management, procurement
3. Fabrication, transport, installation, construction
4. Hook-up & commissioning, and abandonment

1. Compare estimates for alternative solutions and provide input to selection of the adopted option.
2. Develop procedures for the preparation of estimates for modifications and additions to the onshore and offshore facility.
3. Develop scopes of work for subcontractors and RFP packages.
4. Review all aspects of the RFP documents.
5. Participate in kick-off meetings with project team and progress meetings throughout bid stages.
6. Coordinate with subcontractors to understand the scope of work.
7. Develop a basis of estimate – Lump Sum, Target Price, Unit Rates.
8. Create or modify templates to build pricing.
9. Research work locations for local subcontractors within the area and build relationships.
10. Support subcontractor technical clarifications during the bid cycle.
11. Support subcontractor bid evaluations and make recommendations to the Lead Estimator.
12. Liaise with Lead Estimator, Project Manager, and Project Controls to present key elements of the estimate which will influence the development of a bid schedule and project execution plan that is accurate, achievable, and meets owner's requirements.
13. Liaise with Engineering Leads/Project Engineers to ensure incorporation of modification and additions into the overall estimate for all phases of the work.
14. Develop clarifications pertaining to Worley work – review subcontractor's exceptions and exclusions.
15. Gather all information for the project team for the development of Proposal bid package.
16. Develop a Request for Information document to be sent to the client contact.
17. Monitor the deadlines of the Bid and identify and resolve areas where the deadline may be breached.
18. Coordinate with subcontractors, vendors, etc. to provide input in a timely fashion to ensure the bids are completed and delivered to the Client on time.
19. Support quantity checks at a summary level for other aspects of the estimate.

Industry Specific Experience

1. Minimum 8 years planning/cost control experience within the oil and gas industry, of which at least 8 years must be as a Project Controls Engineer for offshore/onshore projects.
2. Minimum of 5-year experience in Planning and Scheduling of brownfield projects in operating plants. Proficiency and skills in review and commenting on PEP developed by contractors.
3. Experience in cost control, cost estimating, project scheduling, and risk management with associated alignment of these disciplines.

QualificationsEducation – Qualifications, Accreditation, Training:

1. Full-Time Bachelor's Degree in Engineering from an accredited university.
2. MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period.
