Overview / Responsibilities

Wood is currently looking for Project Controls Lead to strengthen our team in Qatar on a long-term basis. This is a key role within the Wood Doha office to Lead, Deliver & Integrate standard, realistic, and consistent full suite of Project Controls (i.e. Cost Estimating, Cost Engineering, Planning & Scheduling, Benchmarking, Risk Management, QS & Reporting) for Major and Portfolio projects.

Responsibilities

  1. Act as the focal point with the client and any contractor Project Controllers as appropriate, to ensure costs and progress are reported accurately, ensure alignment with the project reporting requirements and timely and accurate cost and progress reporting.
  2. Preparation of Planning Support Package.
  3. Managing the overall project CTR budget and cost.
  4. Propose, agree and manage agreed payment plan including milestone payments.
  5. Preparing and issuance of Project Invoice(s).
  6. Preparation of Project Controls procedures as project requirements.
  7. Weekly and Monthly schedule and cost Reporting (using EVM) of planned vs actual progress figures including forecasting.
  8. Monitor cost and schedule impact of achievement/non-achievement of project milestones.
  9. Identification, monitoring, and reporting against the project critical path providing early warning to the Project Manager of any potential slippages.
  10. Develop and maintain project Work Breakdown Structure for specific scopes of work.
  11. Develop and maintain cost and planning control structures in alignment with project Work Breakdown Structure.
  12. Manage the project work approval process in terms of accurate cost code allocation and initial budget set-up and approvals.
  13. Responsible for the timely control and forecasting of budgets and ensure that the impact of all change requests is properly assessed and included in the budget and schedules if applicable.
  14. Assist Project Accountants and Billing Specialists in the Billing process and any other cost-related queries.
  15. Assist with application of baseline and forecast installation unit rates and norms for estimating quantity change impacts.
  16. Supports earned value progress measurement.
  17. May assist with updates and changes to project quantities and reports on variances to baseline.
  18. Production and overall maintenance of project S-Curves and Histograms.
  19. Creation of the projects fully resourced, logic linked Gantt Charts within preferred planning software to the agreed project and programme requirements.
  20. Perform progress updates of the project Gantt charts. Includes executed changes into project schedule.
  21. Monitor current and assess future resource needs for the project and programme through analysis of workload at project level.
  22. Identify slippages, significant float erosion and recommend recovery actions.
  23. Coordinate development and issue project change orders/variations in accordance with contract/assignment change notifications.
  24. Ensure local change management process is adhered to.
  25. Tracking of and input into the change management system.
  26. Attendance at client progress meetings.
  27. Input to the preparation of proposal schedules and CTR packs.
  28. Participate and support cost and schedule risk analysis workshops/sessions.
  29. Ensure risk is managed and monitored at project level in line with local standards and processes.
  30. Ensure Project Controls processes and procedures are accurate, up to date and followed.
  31. Liaise with clients and ensure that projects are managed effectively to ensure delivery in a manner which meets quality, time, and budget specifications.

Skills / Qualifications

  1. Bachelor's Degree in engineering.
  2. Minimum of 15 years' experience in the oil and gas industry mainly being offshore downstream.
  3. Proven capability in an engineering design company in a similar position.
  4. Previous experience of working in the Middle East would be an advantage.
