Job Purpose & Key Accountabilities: The job holder is responsible for managing all construction activities related to the project and will be directly accountable for ensuring adherence to HSE rules and requirements. This role will involve the active implementation and supervision of HSE practices within the construction environment, promoting a culture of safety and compliance.

Key responsibilities include:

  1. Developing and promoting HSE policies, including incident-free programs, life-saving rules, and cultural objectives.
  2. Supervising daily construction activities to ensure they comply with HSE standards.
  3. Focusing on high-risk activities such as scaffolding, working at height, lifting and rigging, and confined space entry.
  4. Managing the HSE team and ensuring effective leadership and visibility in the field.
  5. Ensuring the proper communication and enforcement of HSE policies.
  6. Identifying HSE deficiencies and implementing corrective actions.
  7. Representing HSE interests in meetings, training, and inspections.
  8. Collaborating with construction and HSE teams to ensure proper planning and execution of critical activities.
  9. Working closely with the Projects HSE Head to ensure project HSE objectives are met.

Job Dimensions: The role is based at the fabrication worksite in China, supporting the offshore management of EPCI contractors. The project involves the following major components:

  1. Intra-field subsea pipelines and cables.
  2. Nine new satellite Wellhead Platforms (WHP).
  3. A new riser platform (RP) bridge-linked to existing infrastructure.
  4. A central processing platform (CPP) to be bridge-linked to the RP, including additional flare and living quarter platforms.

Activities:

  1. Supervise construction activities to ensure compliance with relevant standards, regulations, and industry practices.
  2. Perform regular health and safety inspections and audits to ensure adherence to policies and contractual requirements.
  3. Ensure that all work is carried out without risk to surrounding areas.
  4. Encourage and promote improvements in HSE practices during the construction phase.
  5. Manage the organization to cover all HSE aspects of activities on the contractor's construction yard.
  6. Review construction documentation from an HSE perspective.
  7. Maintain high-level administration of HSE activities, including incident investigation and cause analysis.
  8. Support the implementation of HSE policies and safety observation programs.
  9. Ensure all site personnel are wearing appropriate personal protective equipment (PPE).
  10. Manage risk assessments and the implementation of mitigation measures for construction activities.
  11. Monitor the environmental conditions on-site to ensure they are maintained during the construction phase.
  12. Participate in emergency drills and safety tours.
  13. Report all HSE-related activities and incidents to the hierarchy.
  14. Ensure compliance with safe practices for working at heights and scaffolding activities.
  15. Monitor lifting activities, ensuring safe and proper handling of materials and equipment.

Requirements

Qualifications, Experience, & Skills:

Minimum Qualifications:

  1. Bachelor's degree in Health and Safety or related field, or
  2. NEBOSH IGC or equivalent qualification.

Minimum Experience:

  1. 15 years of professional experience, with strong experience in Asian construction yards.
  2. Proven ability to lead teams in complex, multicultural environments.
  3. Strong communication, engineering, and leadership skills.

Job-Specific Skills:

  1. Familiarity with industry codes and standards (e.g., IOGP, API, and basic Oil & Gas).
  2. Fluent in English.
  3. Computer literate.
  4. Strong leadership and communication abilities.
  5. Good analytical skills.
