JOB DIMENSIONS

Job holder is NOCs key Health & Industrial Hygiene authority

  • Contributes to define and implement an effective HSE Policy with specific focus on Health & Industrial Hygiene aspects.
  • Manages all health and industrial hygiene matters related to the development and implementation of NOC HSE MS.
  • Part of Emergency Response Team.
  • May be assigned delegation for VP HSEQ & security during absence.

The job dimension includes:

  • Number of staff under direct supervision: 2 (Lead Medical Advisor & Lead Industrial Hygiene)
  • Allocated annual budget: delegated by VP HSEQ & Security
  • Job boundaries: All entities of NOC
  • Transverse Functional coordination with all entities within NOC and authorities.
  • The function has a high visibility with Government Authorities, Partners, and other stakeholders.

ACCOUNTABILITIES

As part of transverse job, in a team, under the responsibility of HSEQ VP:

  • Direct, coordinate and administer Health & Industrial Hygiene services, including medical and non-medical resources, equipment and facilities.
  • Define, drive and execute strategic initiatives regarding the provision of medical services and IH monitoring, including the support to all operational and non-operational entities in NOC.
  • Ensure and oversee Health & Industrial Hygiene (HIH) Management System development and implementation in compliance with the NOC HSE policy.
  • Control continuous quality assurance of HIH service and implementation of changes to enhance performance.
  • Coordinate relations with relevant authorities and regulatory submission; secure NOCs compliance towards applicable regulations, permits and licenses.
  • Ensure medical emergency response is appropriately managed at group level.
  • Contribute to the good public image of the company through positive attitude and behavior towards third parties, partners and stakeholders as well as exemplary behavior within the everyday work conditions.
  • Approve contractors and service providers to execute HIH missions.
  • Propose budgets and ensure their execution.
  • Ensure adequate and trained resources to implement Health & Industrial Hygiene management system.
  • Represent the Company as corporate Health Manager.

ACTIVITIES

  • Advise HSEQ-VP on the establishment of NOCs Health and Industrial Hygiene management, steer its implementation and ensure its monitoring and auditing of the performance indicators.
  • Supervise the Health component and Industrial Hygiene component of the HIH department and control the synergy between these components.
  • Develop and implement Health and Industrial Hygiene Management System: establish Health and IH Management System, set up KPI for Health and IH Management System, and ensure adequate resources and training to implement and monitor the Health and IH Management System.
  • Coordinate the implementation of Health and IH Management System with the operational and non-operational group entities, State of Qatar Authorities and shareholders.
  • Manage regular reporting to NOCs management, Qatar Authorities, and NOCs shareholders.
  • Assure the support of projects with identification of Health & Industrial Hygiene Risks and the requirements to manage these risks regarding applicable regulations and Company standards.
  • Manage audits and inspections related to Health and Industrial Hygiene on group level and assist contract owners to control these services on contracted sites and contractor levels.
  • Assure the implementation of Health and Industrial Hygiene Management standard throughout NOC sites.
  • Ensure completeness and maintenance of Industrial Hygiene Risk Assessment for all operational sites and ensure mitigation measures are in place and monitored.
  • Ensure the implementation of national regulations and international conventions and the internal standard in the design of facilities to reduce the impacts to human health.
  • Contribute to the establishment of HSE MS and monitor their KPIs.
  • Participate in HSE Committee meetings.
  • Participate in investigation related to occupational health incidents.
  • Maintain coordination with relevant Qatar Authority to maintain the medical licenses.
  • Participate in emergency response management and ensure corporate preparedness to respond to Health-related incidents and Industrial Hygiene risks.
  • Ensure the organization of Health & Industrial Hygiene awareness campaigns on topics such as ergonomics, COVID-19, heat stress, health education, hearing loss prevention at all levels of the organization.
  • Manage relations with the senior management and internal staff.
  • Be the Company representative in IOGP Health Committee; participate in writing and reviewing IOGP guidelines and reports.
  • Approve Offshore Medical Fitness Cards.

CONTEXT AND ENVIRONMENT

  • Frequent contacts with authorities, partners, contracting companies, medical and HSE personnel.
  • Very high expectations from all concerned parties (including partners) to ensure the health of all staff and coworkers is maintained.
  • High visibility regarding government relations and interactions with industry partners.
  • The position is full time, based in Doha with visits to offshore sites.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Bachelor of Medicine or Master Degree in Health and Industrial Hygiene Sciences, chemical or biological sciences.
  • Minimum of more than 10 years of professional experience in Health management.
  • Minimum 5 years of experience in managerial position.
  • Strong experience in Medical Emergency Response and Occupational Health.
  • Experience in set up of HSE MS.
  • Project Management skills.
  • Strong analytical skill, systems thinking, negotiating and organizing, managing change, show of commercial awareness and understanding of business.
  • Proven ability to work independently and meet deadlines in changing working conditions.
  • Strong personality demonstrating good communication skills and HSE recognized leadership.
