Job Purpose

Responsible for implementing the Project Health, Safety, Environment & Security (HSES) Plans, and for ensuring the effective implementation of Contractor's HSES Management System at Contractor Fabrication Yard and Brownfield.

Providing continual communication, coordination and advice to the Project HSES Division Manager on Fabrication Yard/Brownfield HSES issues and the HSES performance of the EPCOL Contractor, Subcontractors and Vendors.

Key Accountabilities

  1. Contribute to the development of a 'Proactive Safety Culture' at Fabrication Yard in which safety leadership and values drive continuous improvement and create an environment of trust, transparency and genuine care for people. Implement the Project HSES Plan and ensure the effective implementation of the Contractors' Project HSES Management System and Procedures at Fabrication Yard.
  2. Implement the HSES Risk Management Program to ensure that project-specific risks are identified, assessed, mitigated via reduced consequence and likelihood, and communicated, enabling the project to be executed safely and efficiently and meeting project objectives. Ensure that risk mitigations include documented method statements and Job-Safety Analyses.
  3. Conduct HSES Audit and Verification Programs to ensure that risk controls and barriers are properly implemented, including regular and proactive safety inspections covering all work activity and locations.
  4. Oversee the HSES Observation Program of ongoing work activity to identify safe and at-risk behaviours, adopting best practices using mobile applications to capture and track safety performance data in 'real-time', and using predictive modelling techniques that rapidly identify trending hazards to ensure necessary safety improvements are implemented.
  5. Manage the HSES Training Program to ensure competency of the workforce and increase awareness and understanding of safe working practices, including initial onboarding and induction training for all project team members with periodic follow-up; supervisory development training; and task-specific training.
  6. Develop the Emergency Response Plan to ensure that all likely emergency response scenarios are identified, assessed, and contingency measures put in place. Coordinate with Contractor Emergency Response Team to ensure effective implementation of the Contractors' Emergency Response Plans.
  7. Implement the Security Plan to ensure the security and protection of the projects' people, worksites, material, equipment, plant, executed work, and completed assets. Act as the PMT point-of-contact for security issues.
  8. Establish the Occupational Health Program to ensure the health and wellbeing of the project team.
  9. Conduct HSES Incident Investigations to ensure that HSES incidents and near misses are identified, recorded, investigated, and resolved to maintain and improve safe working practices.
  10. Manage the HSES Reporting Program using Leading & Lagging Key Performance Indicators to monitor HSES performance against objectives; communicate and report on HSES performance, HSES issues and risks, and developing trends to HSES Manager and Yard Fabrication Team and all relevant stakeholders.

Reporting and Relationships

Reports functionally to Project HSES Division Manager and operationally to Fabrication Manager.

Internal: Continuous contacts across Project HSES Team and Yard Fabrication/Brownfield Team.

External: Continuous contact with Contractor and frequent contacts with shareholders, subcontractors, vendors.

  2. Communication and influencing of various organizations in and with Contractors in a multi-cultural environment.
  3. Working at a remote fabrication yard location.

Part B: Candidate Specification – Minimum Requirements

Technical and Business Skills

  1. Excellent written and verbal English language communication skills.
  2. Well-developed interpersonal skills and the ability to influence decisions using presentation, negotiation, and facilitation skills.
  3. Ability to manage development and implementation of Projects Management Systems adapted to the Oil & Gas industry.
  4. Ability to interact with senior leaders and shareholders confidently.
  5. Requires strong analytical, organizational, and planning skills.

Behavioural Competencies

These are the Behavioural Competency Level Requirements (CLR's).

Qualifications

NEBOSH Diploma in Occupational Health & Safety or equivalent.

Knowledge and/or Experience

  1. Minimum of 12 years broad experience in execution of major projects, including at least 8 years involvement in the yard fabrication of offshore production facilities.
  2. Minimum of 8 years experience in a supervisory capacity of health & safety management.
  3. Minimum of five years experience working in the Middle East, with prior experience executing projects within the State of Qatar strongly preferred.
