Job Description:Assistant Resident Engineer(Utilities)QatarParsons is looking for an amazingly talentedAssistant Resident Engineer (Utilities) to join our team In thisrole you will get to assist the Resident Engineer in administeringthe operational functions of the day-to-day activities on theproject.What You'll Be Doing:• The AssistantResident Engineer (Utilities) will assist the Resident Engineer inadministering the operational functions of the day-to-dayactivities on the project concerning utility works. Will coordinatewith various government departments, contractors, consultants andpublic to facilitate progress and avoid delays. He will alsomaintain logs of project progress, handing-over and final accounts.The Engineer at this level is a fully qualified professional,proficient in the utilization of most construction/engineeringtheories and practices. To arrange progress meetings for variousutilities with the service authorities representative, minute themand distribute the records as required.• Report to theResident Engineer and assist in supervising the construction ofutility works and associated items. Act in place of the ResidentEngineer when on leave or absent.• Chairs the meetingswith the utility agencies and any other meetings delegated by theResident Engineer.• Coordinate his direct activities withthe other engineers and members of the construction supervisionteam.• Assist the Resident Engineer in reviewing of shopdrawings, design proposals, method statements and other activitiesincluding correspondence related to the utility section and preparereplies for the review of the Resident Engineer.•Coordinate with design engineers for resolution of relatedissues.• Maintain the daily diary and the daily reports bythe inspectors.• Coordinate with the contractor engineerson scheduling and application of resources.• Direct,assist and monitor the performance of the inspectors and surveyorsas applicable. • Convene and chair special meetings withthe service authorities, the contractor, subcontractors and otherparties related to his work. • Ensure accuracy andcompleteness of records.• Ensure safety goals are achievedon the project and oversee implementation of safety procedures onthe project.• Prepare / Assist in the preparation ofWeekly and Monthly progress reports.• Act positively andparticipate in all health and safety issues at the site, asrequired by the Resident Engineer and the project safetyrepresentatives.• Provide all necessary on-site directionand assist the Resident Engineer to issue site instructionsconcerning utility works and associated items.• Check andmeasure the performed work in his line of work, record and assistthe Resident Engineer to display progress vs programmedwork.• Ensure correctness and completeness of as-builtdrawings within his line of work.What Required SkillsYou'll Bring:• Degree in Civil Engineering orMechanical Engineering and (ten) 10 years postgraduate experiencein design, site supervision and construction management ofutilities in major highway projects.• Demonstrableexperience in all aspects of civil supervision on major road,highway and general infrastructure projects preferably in the Gulfregion.• Emphasis on Quality Assurance Specifications andStatistical Quality Control.• Should be able to review andjustify the material submissions analyze laboratory and technicalreports, carry out acceptance sampling plans, testing and qualitymeasures, ensuring the compliance with the project sSpecifications.• Must have a sound knowledge ofcontractual relationships.• Must be fully computerliterate and able to utilize computer technology to access data,maintain records, generate reports, etc. and any project specificengineering and construction relevant software.• Must befluent in English both written and spoken with an excellentcapability in written technical skills as well as oral and writtencommunication skills.• Keep necessary records and as-builtrecords and take charge of the handing over of the utility works tothe respective service authorities and assist the contractor toobtain necessary final clearance.What Desired Skills You'llBring:• Act positively and participate in all health andsafety issues at the site, as required by the Resident Engineer andthe project safety representatives
