**Internal Communication**:
Fleet Manager, Asstt. Port Captain, Trainer Master, Port Engineer and Asstt. Port Engineers, Electrical Engineer and shore teams
Vessel Masters and Chief Engineers
**Purpose**:
To ensure proper reporting and to have a good liaison with other members of the team for effectiveness of the job assigned.
To liaise with vessel staff for an update on vessel equipment condition and for carrying out equipment repairs/ maintenance.
**External Communication**:
Class and flag surveyors,
Client and Port Authorities
**Purpose**:
To ensure the vessels are 'in class' and all surveys are carried out in due time.
To be first point of contact for the client to address all issues pertaining to the safe and efficient execution of the contract
**Occupational Health & Safety and Environment**
**Accountability**:
Accountable to their line manager and direct reports so far as is reasonably practical to ensure:
- a safe place or work;
- safe systems of work;
- safe plant & equipment;
- provision of information and training.
**Responsibility**:
Responsible for:
His/her personal safety and that of all personnel under his/her authority, including others who may be affected by the company's activities. In particular to:
- Conduct risk assessments on activities within their department ensuring that the methods and safe systems of work are safe and implemented;
- Ensure all employees and contractors under their control are competent to undertake their duties;
- Ensure all accidents, incidents and near misses are reported and investigated;
- Promote good behaviours and set a personal example with regard to occupational health and safety matters.
**Authority**:
Managers/Supervisors have the authority to stop work when health and safety is unsafe or being compromised.
**Education & Professional Qualification**:
- Master Mariner with Class I certificate
**Professional Experience**:
- Sea going Master (Offshore vessel and harbour vessel experience preferred)
- 1 year Shore based experience as a Port Captain
**Geographic Experience**:
- Middle East (GCC)
**Computer Skills**:
- Computer literate, MS Office
**Language Skills**:
- Proficient in written and spoken English
**Market/Industry/Functional Knowledge**:
- Must we well versed with Regional Port authority requirements
**Key Roles & Responsibilities**
- To ensure Company owned and managed vessels are operated in a safe, efficient and economical manner and in full compliance with Class and Statutory Regulations and contractual requirements.
- To ensure that vessel's Marine and Deck Planned Maintenance is being effectively reported in company's PMS system 'Shipnet FLEET'.
- Ensure that the Vessel Certification is always up to date. Arrange for Flag state inspections, and class surveys in co-ordination with Port Engineer.
- Ensure the implementation of company's Quality and Safety processes and work procedures and keep them updated so that they remain compliant with national/ international regulations. Ensure safe operations and avoid impact to the environment by complying with company's HSSEQ standards.
- Liaising with client representatives (QP Messaieed Port Co-ordinator) on all activities for the contract and maintaining day-to-day contact with vessels for the conduct of port operations.
- To attend the vessels regularly and ensure that vessels continue to meet the standards and criteria required by Clients (QP/ others). Follow up and rectify the deficiencies from client inspections, FSI Inspection, Port state inspections and other 3rd party inspections.
- Be aware of client audit requirements and prepare the vessels and shore teams accordingly.
- To maintain the classification and flag certification status of the vessels under his charge and to ensure that all the surveys are carried out in due time.
- Conduct regular vessel inspections - at least twice per year and report in company format. The inspection reports should detail the general condition of vessel, its certification, deck equipment and machineries and LSA/ FFA.
- Conduct internal audits of vessels, issue reports as per company requirements and ensure effective tracking and closeout of any non-conformances/ observations.
- Conduct Monthly Safety meetings on all vessels as well as Monthly safety meeting with Mooring crew and record/ action the items raised.
- Do forward planning of manpower and ensure that the right crew, with proper certification is hired for the conduct of company's port operations. Do pre-hire interviews of Masters and Chief officers and select suitable crew.
- Liaise with vessel Master and crew to establish positive communication between vessel and shore staff promoting safety and wellbeing of all personnel on board company vessels. Handles welfare needs of crew members with respect to their accommodation & provisions supply.
