Site Project Controls Manager

**Short description **The Site Project Controls Manager (SPCM):

- reports to the Project Manager Construction &
Commissioning (PM C&C, functional reporting) and to theConsortium Project Controls Manager (Con. PCM, organizational reporting)
- timely provides the PM C&C comprehensive and reliable data and information about the project status (actual, forecast, trend),
- highlights the reasons for adverse trends, if any,
- pro-actively assists the PM C&C in the identification of preventive measures or corrective actions, as much as required to improve the project status and mitigate the risks

**Responsibilities **He/she is responsible to facilitate and coordinate the processes of project scheduling, project cost controlling, project risk management, and project change management for
C&C activities, in order to:

- Ensure adequate definition of project scope
- Establish and maintain reasonable baselines and current models for cost and schedule
- Identify and manage risk
- Track, monitor, and report project performance

**Tasks (during C&C phase) **During the construction and commissioning (C&C) phase, the
SPCM plays a key role in assisting the PM C&C to analyze the status of C&C activities, identify deviations and track actions to correct negative trends both for schedule and cost.
He/she shall take a proactive attitude in the identification of changes concerning the cost and schedule baselines and must maintain a high level of coordination and collaboration with the other members of the Consortium Management Site
Organization and the Consortium Project Controls Manager
More specifically, the SPCM:

- Establishes the procedure(s) for Site Project Controls
- Works with stakeholders to identify C&C related risks, and supports maintenance of the project risk register and development of associated actions plans
- Facilitates and coordinates the gathering of data and information required for update of the C&C project status
- Reviews and validates the C&C project schedule, planned progress S-curves and manpower histograms established by the Consortium Partner (CCC)
- Reviews the update of C&C schedule, progress, and cost estimate, performs trend analysis and actively evaluates

project cost and schedule performance to identify potential risk areas, validate forecasts, and communicate those quickly to key stakeholders
- Reviews and validates the cost and schedule contingencies
- Facilitates and coordinates the management of changes and the interface activities with the relevant project controls disciplines
- Supports the preparation of change orders
- Develops appropriate scenario analysis when relevant to establish the best case of action in case of alternatives
- Supports the development of acceleration or recovery plans, when needed
- Conducts data assurance o Conducts data assurance (are C&C project controls data up-to-date, complete, and accurate) o Conducts communication assurance (are trainings, processes, meetings and workshops implemented and effective) o Conduct consistency assurance (are data from schedule, cost, risk, and change consistent with each other)
- Coordinates all C&C project periodic reporting activities and reviews the project reports
- Develops or monitors project-specific reporting formats for internal and external reporting
- Establishes and maintains visual dashboards
- Presents and explains the project status to PM C&C and other internal/external stakeholders
- Assists and advises the PM C&C during meetings with

Company, comments the progress shortfalls and areas of concern and proposes mitigation measures or corrective actions
- Supports the re-baselining of the integrated project schedule at key stages of the C&C phase
- Coordinates project reviews and workshops scheduled at key stages of the C&C phase
- Supports and advises on the development of further detailed schedules and progress systems for C&C activities, as the project develops

**Tasks (during project close-out) ** **Supports the PM C&C in preparation of the close-out report by providing appropriate data and information relevant to cost and schedule**

**Rights/Authorities ** **Is authorized by the PM C&C to manage the required project controls tasks as above**
- Is authorized to supervise the site project scheduler
- Has the right to adapt the respective tools, policies, procedures and practices, as required by the contract
- Is authorized to instruct team members to deliver the necessary input and collaboration
