Role Overview
**Ooredoo Group has a historically grown brownfield of**
- different data definitions with very limited standardization across the operating companies,
- little explicit policies on data access and sharing and respective precautions (process & tech) to put into place,
- a limited view on risks of data breaches
- a partially incomplete and not explicit view on compliance requirements for data usage, storage, processing & archiving

***As the business relevance of using data for driving substantial investment decisions, the need to drive stronger analytically based CVM campaigns in a mature market rises, the more the need for automation (which is based on data) and leverage of AI to contain operating cost rise, **Ooredoo must move towards a state-of-the-art practice for data governance across its operations.**

The Head of Data Governance will
- develop and design the strategy for Data Governance for Ooredoo Group and the OpCos,
- lead the execution planning & coordinate with the Opcos
- monitor the implementation & realization of data governance strategy.
- coordinate & co-create the respective organizational/process and technical setup in the OpCos.
- as well as monitor the compliance in operations.
- post implementation, also lead compliance audits in the OpCos.

The role holder will represent a group wide data governance program and report to a data governance steering committee.

Core Responsibilities
- Manage Ooredoo Groups Data Governance function at a Group Level and coordinate with respective Data Governance leads at the local subsidiary/enterprise level.
- Collaborate and work closely with different Data Governance stakeholders, departments, and functions to achieve Data Governance requirements and resolve conflicts. Among those requirements are:

- ** Improved Data Quality**
- Leverage of High-Quality Data to Drive Improvements in **Customer Experience**
- Leverage of Reliable, Standardized & In-Time Available Data to Support **Decision Making**
- Assure that data quality & access authorization meets required contractual, functional & regulatory/legal needs for **3**rd** party monetization of Ooredoo data**,
- Identify **Risk Mitigation Opportunities** to Avoid Data Breaches, Unauthorized Access, or Data Leaks, develop appropriate Framework that can be used across the operations and Steer & Oversee Implementation Thereof
- Identify **Compliance Requirements** for Data Governance, Develop Framework that can be used across the operations and Steer & Oversee Implementation Thereof
- Establish a **group data governance council** (GDC) with its respective TOR, authority, and competence in alignment & provided mandate by GMC and proceed with regular data governance council sessions to approve frameworks, prioritizations of activities/implementation and to track progress and monitor maturity of organization regularly.
- Communicate with and work with **C-Level at Group and OpCos** as well as with other tactical and operational teams in the OpCos through OpCo SPOC where required and available.
- ** General Role Requirements**:

- Define **Data Governance program, objectives and KPIs **on an on-going basis together with OpCo SPOCS and ensure alignment of program with respective stakeholders.
- Lead the creation, maintenance, and monitoring of the **data governance policies, processes, procedures, and playbook(s)** for guiding the data mgmt aspects of the enterprise data
- Steer and manage the Data Governance implementation roadmap
- Represent a single point of contact for **inquiries **on all Data Governance Policies, Procedures and Processes at Ooredoo Group
- Ensure the adherence and compliance with different Data Governance policies and procedures within Ooredoo Group organization
- Support, supervise, and lead the Data Governance tactical team for OG as a cross-functional team to support specific initiatives that relate to Group.
- Review new initiatives and participate in the change management process to assess impacts on data assets and to make sure that Data Governance Policies are considered.
- Maintain an updated and approved register of data domains and data assets along with allocated and identified stewards and owners.
- Communicate the data governance vision, strategy, and importance of managing data as an asset.
- Ensure awareness across Ooredoo for the data governance related policy & frameworks
- Facilitate the adoption of data governance best practices across OPCOs through governance councils and committees.
- Guide users through data governance concepts, explaining the benefits of data governance.

Qualification and Experience
- Minimum 10 years of experience in telecommunication business domain
- Strong working experience working in data governance methodology & data analytics for a minimum of 5-7 years.
- Solid technical background in IT platforms relating to data aggregation, consolidation and storage.
