**Responsibilities**:
Our newest opportunity is for a talented **Senior Design Expert**, seconded to our Client from government sector based in **Doha, Qatar.**

This critical role will be managing the execution of the engineering options analysis and concept design.

We envisage success in this role to include;
- Assessing PPP suitability and development of procurement strategy.
- Providing engineering input related to the PPP project.
- Developing the engineering options, as well as the review of technical and environmental challenges, CAPEX and OPEX estimates, and the delivery of concept designs, schedule and overall programme, and tender documents for the preferred option.
- Carrying out technical due diligence with all relevant stakeholders, carry out site due diligence, environmental and social due diligence and prepare high-level technical scope and approach.
- Reviewing the existing design documents, requirements, carryout extensive due diligence with various relevant government authorities and develop high level design requirements and confirm the technical need of the PPP project.
- Developing high level technical risk analysis.
- Ensuring that PPP payment model and supporting payment systems are in line with contractual requirements.
- Providing inputs to payment mechanism, risk assessment, public sector comparator and value for money analysis.
- Assisting in market sounding and provide inputs to procurement strategy and decision making.
- Determining the PPP project’s technical, operational, and regulatory factors.
- Drafting, reviewing or recommending any engineering related documents as required.
- Ensuring that engineering principles are incorporated and applied.
- Assisting in the preparation of PPP project development and procurement documentation.
- Carrying out technical evaluation of the expression of interest, request for proposal and bid submissions. Review all the technical bid submissions and raise technical clarifications as required.
- Participating and supporting in the preparation with the preferred bidder.

Qualifications:
To be successful in this dynamic opportunity, we envision that your career journey to date will include **15+ years of relevant experience** partnered with a **Bachelor of Architecture, Engineering from an accredited University or College program.**
- In-depth understanding of PPP development and procurement procedures, design management, tender preparation, independent certification engineer services, design review, risk register, tender evaluation, technical due diligence, handover etc.
- Demonstrable track record in the delivery of multiple PPP projects. Effective in building good working relationships within complex structures, both internally and with various project stakeholders.
