Senior Project Contracts Engineer QAtar

**PRIMARY PURPOSE**

Perform all pre-award and post-award activities for the procurement of upstream/downstream project services in a cost effective, timely manner and in line with Dolphin Energy’s policies and procedures in order to meet the needs of the Projects, Technical Services and Operations divisions in Qatar.

**RESPONSIBILITIES**
- _Prepare contractual and commercial aspects of any Project tenders, in consultation with the user departments. Prepare and compile tender/contract documentation, with Legal and Finance groups to ensure viability, legality, interpretation and ease of administration._
- _Develop the bidders list(s), including any pre-qualification exercises and evaluations required_
- _Perform tender administration activities, including preparing tender clarifications, tender bulletins, and conducting pre-tender meetings._
- _Coordinate the technical and unpriced commercial evaluation of tenders and conduct the subsequent priced commercial evaluation of technically acceptable tenders. Prepare the techno-commercial evaluation report and recommendations._
- _Prepare contracts related to Projects, Technical Services and Operations, as requested by the user departments, ensuring review and approval by the relevant parties._
- Perform all necessary post-award administration in order to manage the implementation of the contracts.
- _Review, advise and negotiate revised terms, variation order requests, change orders, claims, etc._
- _Coordinate the final close-out of completed contract(s) by ensuring proper resolution of all outstanding issues and/or disputes with contractors._
- _Prepare all Project Steering Committee, Tender Committee, and Dolphin Project Tender Committee (DPTC) (Qatar only) submissions to ensure fulfilment of the terms of reference._

QUALIFICATIONS & EXPERIENCE

**Minimum Educational Requirements / Qualifications**
- Bachelor’s Degree in relevant Engineering field, Business Administration or equivalent.

**Minimum Experience**:

- 10 years’ relevant experience in contract administration within the oil and gas industry.
