**Job Purpose**:
The HSE Officer is responsible for ensuring the health, safety, and environmental standards are met and maintained within a workplace or construction site. The primary objective is to prevent accidents, injuries, and environmental harm by monitoring compliance with health, safety, and environmental regulations, conducting inspections, and providing training to employees.

**Key Responsibilities**:Health and Safety Management**:

- **Risk Assessment**:

- Conduct regular risk assessments to identify potential hazards and ensure risk mitigation measures are in place.
- Evaluate and analyze safety hazards in the workplace or on-site to prevent accidents and injuries.
- Recommend corrective actions and safe work practices based on risk assessments.
- **Safety Inspections and Audits**:

- Perform routine inspections of work sites, machinery, equipment, and practices to ensure compliance with health and safety standards.
- Conduct safety audits and safety audits, documenting findings and recommending corrective actions.
- Monitor work areas for adherence to safety standards and report violations or non-compliance.
- **Accident Investigation**:

- Investigate accidents, injuries, and near misses to determine causes and ensure corrective actions are taken.
- Prepare accident investigation reports and suggest improvements to avoid future incidents.
- Ensure proper documentation of incidents and maintain records as required by regulations.

**Environmental Management**:

- **Environmental Compliance**:

- Ensure workplace activities and processes comply with environmental laws, regulations, and company policies.
- Monitor waste disposal practices, air quality, and other environmental impacts associated with workplace activities.
- Ensure proper handling, storage, and disposal of hazardous materials and chemicals to minimize environmental harm.
- **Sustainability Initiatives**:

- Develop and promote sustainability initiatives to reduce the environmental impact of the company's operations.
- Advocate for energy-efficient practices, waste reduction, and pollution prevention measures.

**Training and Awareness**:

- **Employee Education and Training**:

- Conduct safety training sessions for employees on various safety procedures, equipment use, and emergency protocols.
- Provide specialized training for new hires or during specific projects that may require additional safety measures.
- Ensure employees are aware of potential hazards in their work environment and the correct safety practices.
- **Emergency Response Planning**:

- Develop, implement, and maintain emergency response plans (e.g., fire drills, first aid, evacuation plans).
- Ensure employees are trained on how to respond to emergencies, such as fires, chemical spills, or natural disasters.

**Documentation and Reporting**:

- **Regulatory Compliance**:

- Keep updated on local, regional, and national health, safety, and environmental laws and regulations.
- Ensure the company complies with all applicable legislation related to health, safety, and environmental practices.
- Maintain accurate and up-to-date records of inspections, training, accident reports, and compliance audits.
- **Reporting**:

- Prepare reports for senior management regarding safety performance, accidents, near misses, and environmental issues.
- Submit reports and documentation to regulatory agencies as required.

**Safety Equipment and PPE (Personal Protective Equipment)**:

- **Equipment Management**:

- Ensure proper usage, maintenance, and availability of safety equipment and PPE for all employees.
- Conduct regular checks to ensure that safety equipment is in good working condition and replace damaged or worn items.
- Ensure workers are trained on the proper use of PPE and other safety equipment.

**Continuous Improvement**:

- **Safety Culture Development**:

- Promote a culture of safety within the organization by encouraging safe practices and reporting of unsafe conditions or behaviors.
- Work with management to improve safety policies, procedures, and strategies.
- Monitor and evaluate the effectiveness of safety programs and suggest improvements.

**Qualifications**:

- A bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field is preferred.
- Certification in HSE (e.g., NEBOSH, IOSH, OSHA) is highly desirable.
- Proven experience (typically 2+ years) in an HSE role, especially within a relevant industry (e.g., construction, manufacturing).
- In-depth knowledge of health, safety, and environmental regulations and best practices.
