Job Description - Head of Civil & Structural Engineering

Part A: Job Specification

Job Purpose

Oversees Civil/Structural engineering discipline during FEED phase, in covering all aspects of civil/structural design to ensure technical objectives are met within the approved scope, budget and schedule.

Ensures that technical requirements (such as project specifications, data sheets, procedures, etc.) developed during FEED fully comply with project requirements.

Provides clear guidance to the FEED contractor and facilitate resolution of technical issues to complete civil/structural engineering activities to meet project objectives and milestones.

Reporting and Relationships

Reports to Engineering Manager - NFW FEED Project

Direct reports: 0 (Total Headcount 1)

Internal

Regular interface and collaboration with NFW and NFS Engineering Manager, NFS and NFW disciplines engineers, and Operations and Construction Representatives.

Frequent contact with NFW & NFS Operations, SHES, Quality and Engineering departments in QE-LNG.

External

Continuous interaction with FEED Contractor, vendors and subcontractors.

Occasional engagement with Shareholder representatives.

Job Context & Major Challenge(s)

Verify the design and implementation of Civil/ Structural deliverables including earthworks, buildings, structures, piperacks, G&A, plant lay-out and 3D model.

Major challenges for this role are (1) effectively managing FEED Contractor and Civil/ Strutural Engineering team to deliver technical input in accordance with project requirements from contract award until EPC contract award; (2) maintaining constructive working relationships with FEED Contractor, its subcontractors and vendors to ensure delivery of workscope in accordance with project requirements and (3) maintaining relationships with stakeholders (e.g. Operations and SHE and Quality) to ensure alignment of Engineering deliverables.

Key Job Accountabilities

Accountable for ensuring execution of work is technically aligned and in compliance with Qatargas Operations, Policies, Standards of Business Conduct and Qatargas Project Management System (QGPMS).

Provide Civil/ Strutural Engineering knowledge, design, quality assurance and expertise while managing the Piping team in accordance with project deliverables and execution schedule.

Direct the preparation and stewardship of Civil/ Strutural Engineering scope of work in FEED contract, advise and recommend design procedures, processes, deliverables and alternative studies, as required, to optimise project cost and schedule and minimize impact on NFS EPC

Interact with Engineering Team Management to complete multi-discipline engineering activities, ensuring alignment with the Engineering Manager on project engineering needs, objectives, and requirements.

Manage FEED Contractor's Piping Engineering activities including validation of personnel numbers, qualifications and experience; usage of appropriate design tools, including computer hardware and software; adherence with all project objectives, requirements, specifications, standards, procedures, execution plans and design verification processes.

Assess and validate FEED Contractor capability in providing all contract documents, progress measurement and reporting, and recommends additional technical support to address gaps.

Manage the technical attachments and scope descriptions for relevant contracts including the timely delivery of all purchase orders.

Responsible for the Civil/ Strutural Engineering schedule and related milestones, provide data (narrative, charts, graphs, change management recommendations and recovery plans to address any schedule delays) for monthly progress and stewardship reporting.

Accountable for sharing previous lessons learned and ensuring current lessons learned and captured and communicated to support review teams and future projects.
