**Job Summary**:
Sr. QHSE Engineer is responsible for overall planning, performance and monitoring of the Quality, Health, Safety & welfare of the Company and Projects handled by the Company. The role will lead the development & implementation of Management system and documentation as well as site-based audits, inspections and compliance checks.

**Duties & Responsibilities, (include but not limited to)**:

- Development and implementation of QHSE plans, policies and procedures.
- Advise, guide and support managers in the implementation of QHSE practices both on site and within the office environment
- Carry out internal audits for ISO 9001, 14001 and ISO 45001 and recommend the necessary corrective actions and measures
- Work with the engineering teams under the direction of Project Managers to prepare Quality & HSE deliverables for projects.
- Undertake audits of the performance of the contractors on QHSE and to collaborate with all relevant parties in improving safety & quality.
- Participate or facilitate project HSE related studies, e.g. ENVID, HAZID, etc.
- Organize periodic external audits for Contractors & Suppliers.
- Conduct & coordinate project site and office inspections as deemed appropriate.
- Oversee & coordinate all external audits - ISO Certification, Surveillance & Clients Audits.
- Lead & manage the QHSE personnel (QA/ QC Engineers & HSE Engineers) across EGEC Qatar.
- Ensure that appropriate QHSE training and other awareness programs are delivered to all EGEC Staff.
- Participate in Client kick-off meetings, as required.
- Review and approve the QHSE deliverables of the project and ensure that team meets project requirements.
- Work with the supervision team as well as contractors to ensure they are continually improving their QHSE approach and systems on projects to reduce accidents
- Develop and execute a personal QHSE intervention plan and review the QHSE intervention plans. Personal plan to include the activities that support visible HSE leadership such as, safety inspection tours for all areas, identifies potential hazards & recommended solutions, audits, personal interaction and participation in daily toolbox meetings.
- Analyze accidents and identify trends, vulnerabilities and liabilities that can be avoided by preventive techniques and procedures.
- Establish and implement appropriate QHSE measures that collects accurate data on performance, and have targets and benchmarks where appropriate
- In coordination with other Managers and Project Managers, oversee the selection, evaluation & re-evaluation of External Providers, including the performance monitoring & evaluation.
- Coordinate with all project QHSE Personnel to ensure prompt closure of any NCR issued on the project, including clients or any other project stakeholders’ compliants.
- To foster a culture of continual improvement in the department and across the organization
- Ensure compliance with health and safety legislation
- Maintain contact with concerned groups for Emergency Preparedness Plans.
- Participate & lead the incident control duties during major accident emergencies or drills.
- Manage the technical aspects of procurement of equipment and services including preparation of requisitions, vendor data review, scope development and management, problem solving.
- Develop a method statement for the activity including risk assessment and job safety environmental analysis and Inspection Test Plan and Checklist based on specifications of the project.
- Assist with employees to ensure knowledge of all QHSE standards and ensure compliance to all QHSE manual and procedures and collaborate with contractors and suppliers to maintain the quality of all systems.
- Monitor the construction activities and make sure that these are executed as per the PQP & HSE plan and procedures.
- Provide the support and cooperation in regards to the Business development & tenders management activities when requested.
- Coordinate, oversee & facilitate Annual Management Review Meetings.

**Education & Experience**:

- Bachelor's degree in Engineering.
- NEBOSH Dip., Level 6) plus Professional OHS Qualification by Examination (NEBOSH IGC / NGC, IOSH Managing & Working Safely)
- Safety Certified: OSHA, NEBOSH, IOSH
- Management Qualification certified as BS OSHAS 18001/ISO 45001:2018
- Lead Auditor, implementation and continues improvement, Relevant Training Attendance.
- 7 - 10 Years’ experience
