Job Description

This position requires an experienced technical engineer to maintain and support medium to large systems related to Industrial Cities in the Energy sector.

The successful candidate will be responsible for leading and managing multiple medium and large size IT projects/programs to acquire or improve IT systems within a finite time frame in a medium to high complexity context.

Responsibilities include:

  • Providing IT systems/solutions maintenance and support by monitoring the systems/solutions technical and contractual status to ensure business continuity.
  • Handling all aspects of project and contract activities including tender execution from preparation, issuance, bidding, evaluation to contract award for software purchase, implementation, maintenance, and support services.
  • Reviewing, analyzing, and evaluating user requirements, preparing feasibility/business case reports and technical requirements documents for ICT and end-user Management approvals.
  • Compiling detailed Scope of Work in accordance with established Contracts and ICT department's policies and procedures, developing a detailed project plan and execution tracking.
  • Designing tender technical evaluation criteria, evaluating bids, and recommending solutions for maximum productivity benefits and cost savings.
  • Managing installation, user training, commissioning of IT purchased systems, and post-implementation reviews.
  • Establishing and maintaining relationships with clients, stakeholders, and Senior Management on managing assigned projects/programs; reports and escalates to management as needed.
  • Participating in preparing the Section annual budget and projects plan in line with QatarEnergy financial policies.
  • Acting as on-the-job trainer/coach for Qatari Associates and mentors junior project managers.

Requirements

The ideal candidate should have a minimum of 6 years of experience in technical support, project delivery, and system administration.

Other required skills and qualifications include:

  • Extensive knowledge of organizational procedures and policies, with a commitment to compliance.
  • Expertise in providing support for ICT applications utilized in industrial cities within the Energy sector.
  • Knowledge in system administration, application management, fundamental database management skills.
  • Experience in executing system upgrade and migration activities, minimizing disruptions to operations.
  • Proven expertise in supporting specialized Oil & Gas Industrial Cities.
  • Proficient in conducting business requirements analysis and developing solution architecture.
  • Experience in procurement contracting, tendering, and contract management.
  • Experience in managing medium-sized, large-scale, and mega IT projects from conception to timely delivery.
  • Ability to manage and communicate with a multicultural workforce.
  • Knowledge of cybersecurity principles and effective threat management.
  • Experience in executing Vulnerability Management, Patch Management, and Security controls.
  • Up-to-date with industry trends, emerging technologies, and cloud migration best practices.
  • Experience in conducting assessments of current applications and determining feasibility for cloud migration.
