Job Summary:

The Head - Costing, SLR and PLICS is responsible for the implementation and delivery of Service Line Reporting/Management (SLR/SLM) and Patient Level Costing (PLICS).

This role requires close collaboration with Senior Management, Clinicians, Operational Managers, IT, and Finance colleagues to ensure a successful implementation.

The post holder will manage the available information and advise Senior Management and Operational Managers on how to use it as an effective management tool to drive improvements and efficiencies across the organization.

The production of finance, Activity, and KPI reports from the costing system will be required by all levels of management and the Ministry of Public Health (MoPH).

Key Responsibilities:
  • Manage the Costing and Business Analytics Section, including vendor agreements.
  • Supervise the day-to-day activities of the Management Costing Associate/Accountant role.
  • Responsible for implementing and delivering Service Line Reporting/Management (SLR/SLM) and Patient Level Costing (PLICS), requiring close collaboration with stakeholders.
  • Build and maintain the Costing Model and update it as required, including forming business drivers.
  • Classify services and costs into 'Service Lines,' identify key indirect/overhead cost areas, and research methodologies for allocating each type of overhead cost.
  • Liaise with service leads to authenticate their structures and ensure direct and indirect costs are accounted for within the model.
  • Carry out reviews to ensure services receive the correct estate and overhead cost allocation.
  • Gather information on activity levels, service provision, and allocated costs.
  • Communicate effectively with internal and external stakeholders.
  • Deal with frequent interruptions from third parties, requiring the team to adapt quickly to changing priorities.
  • Maintain clear and well-documented processes and procedures for continuity.
  • Manage data flows for the costing process, liaising with the Information Department and service departments, ensuring timely, accurate, and relevant information is provided.
  • Provide meaningful reports on activity, income, and cost performance of service lines/specialities/departments and patients to senior managers and stakeholders.
  • Lead the development and implementation of Business Intelligence (BI).
  • Supply information required for business cases, planning, and budget setting, assist with business case preparation, and design, build, and document spreadsheets for costing and data analytics.
  • Prepare costs of service by DRG for internal benchmarking purposes and financial performance comparison to revenue recovery.
  • Provide ad-hoc analysis and reporting, lead improvement projects, and review general ledger accounts assigned to cost accounting.
  • Manage month-end close in cost accounting areas and coordinate with the IT department on system issues, maintenance, and developments.
