Job Summary: We are seeking a highly skilled Senior Contracts Specialist to join our team at AECOM. The successful candidate will be responsible for the procurement and administration of construction and consultant contracts, ensuring compliance with relevant regulations and company procedures.

Key Responsibilities:

  • Procure construction and consultant contracts through competitive open tendering, ensuring compliance with relevant regulations and company procedures.
  • Resolve commercial and contractual matters, including the identification, management, and control of commercial risks.
  • Review tender documents, including ITT, Particular Conditions of Contract, Scope of Work, Authority's Requirements, Nominated Suppliers and Sub-Contractors, Insurances, Form of Tender, Contract Particulars, Pricing Preambles, Principal Quantities and Bills of Quantities.
  • Review preliminary and final estimates for projects to be tendered, and provide independent assessments and estimates for new works.
  • Assist in the preparation of tender reports to the Tenders and Auctions Committee, and ensure that any issues that could potentially impact successful project delivery are brought to the attention of the Head of Section.
  • Familiarize yourself with relevant Public Works Authority (PWA) procedures, Qatar Government procedures and requirements, and with the PWA Conditions of Contract and Specifications, including QCS 2014 and further revisions.
  • Administer contracts for GECs and Construction contracts in accordance with the contract and PWA procedures, including the administration of guarantees, consultant's personnel, insurances, change, claims, change addendums, settlement of disputes, penalties, KPIs, notices, etc.
  • Administer change management in accordance with the contract and PWA Procedures and contracts requirements, from change request through to variation order.
  • Administer all contractual, commercial, and financial matters, including the administration of claims, payments, and adherence to PWA Circulars.
  • Prepare and check contractual correspondence, internal PWA correspondence, and commercial reports and presentations for PWA Management.
  • Commercially close out projects, and prepare and revise weekly and monthly progress reports as required.
  • Mentor staff and perform other duties as assigned.

Requirements:

  • Commercial/QS experience up to 10 years in the construction field.
  • Bilingual (Arabic – English).
  • Good Excel and PowerPoint skills.
