Job Title: Environmental Design Manager

Parsons Oman is seeking an experienced Environmental Design Manager to lead our team in overseeing environmental aspects of infrastructure projects.

Key Responsibilities:

  1. Develop and manage Environmental Impact Assessments (EIAs) for various roadway and infrastructure projects, ensuring compliance with local and international environmental regulations.
  2. Coordinate with project managers, engineers, planners, and stakeholders to integrate environmental considerations into project designs.
  3. Develop and implement environmental strategies and action plans to ensure sustainable project development.
  4. Conduct site assessments to identify potential environmental impacts associated with proposed projects.
  5. Develop mitigation strategies to address identified impacts.
  6. Prepare EIAs and SEAs, ensuring compliance with local and international environmental legislations, and obtaining necessary permits.
  7. Liaise with regulatory agencies, such as Qatar's Ministry of Environment and Climate Change (MoECC), to obtain necessary permits and approvals.
  8. Manage noise and air quality, implementing strategies to minimize impacts during design projects.
  9. Groundwater management: develop management plans and strategies to protect groundwater resources.
  10. Environmental modeling: utilize tools to predict quantitative impact assessments of various environmental factors and changes.
  11. Construction oversight: ensure environmental standards and regulations are met during construction projects.
  12. Contractor management: liaise with contractors, obtain timely construction-related permits, and ensure compliance with environmental requirements.
  13. Provide technical guidance on environmental issues throughout the project lifecycle.
  14. Manage multidisciplinary teams involved in EIA preparation.

Requirements:

  1. Bachelor's degree in Environmental Science, Environmental Engineering, or a related field. A Master's degree is preferred.
  2. Minimum of 15 years' experience in prominent consultancy firms and environmental management, with specific experience in design, EIA, noise, air, groundwater, modeling, construction, and dealing with contractors.
  3. Experience in projects including infrastructure, roads, bridges, and utilities.
  4. Professional certification, such as Certified Environmental Professional (CEP) or equivalent, is required.
  5. Chartered status relating to Environmental Engineering (e.g., Chartered Engineer (CEng), Chartered Environmentalist (CEnv), or equivalent) is required.
  6. Experience working with Qatar's environmental regulations and standards, including collaboration with MoECC.
  7. Candidate must have MME/ MMUP/ UPDA.
  8. Good to have knowledge of ESRI - GIS Software.

Preferred Skills:

  1. Strong knowledge of environmental legislation and standards.
  2. Arabic speaking is preferred.
  3. Excellent project management skills, including staff management, proposal preparation, mentoring, and the ability to manage multiple tasks simultaneously.
  4. Exceptional written and verbal communication skills for preparing reports and liaising with stakeholders.
  5. Proficiency in using GIS software for spatial analysis related to EIAs is an asset.
  6. Ability to work collaboratively within multidisciplinary teams while also being able to work independently when required.
