Job Title: Assistant Resident Engineer (Utilities)

Parsons Corporation is seeking a highly skilled Assistant Resident Engineer (Utilities) to support our team in Qatar. In this role, you will assist the Resident Engineer in overseeing the operational functions of the day-to-day activities on the project, focusing on utility works.

Key Responsibilities:
  • Assist the Resident Engineer in administering the operational functions of the day-to-day activities on the project concerning utility works.
  • Coordinate with government departments, contractors, consultants, and public entities to facilitate progress and avoid delays.
  • Maintain logs of project progress, handing-over, and final accounts.
  • Supervise the construction of utility works and associated items, reporting to the Resident Engineer.
  • Chair meetings with utility agencies and other delegated meetings.
  • Coordinate activities with other engineers and members of the construction supervision team.
  • Review shop drawings, design proposals, method statements, and correspondence related to the utility section.
  • Coordinate with design engineers for issue resolution.
  • Maintain daily diaries and reports by inspectors.
  • Coordinate with contractor engineers on scheduling and resource application.
  • Direct, assist, and monitor the performance of inspectors and surveyors as applicable.
  • Convene and chair special meetings with service authorities, contractors, subcontractors, and other parties related to the work.
  • Ensure accuracy and completeness of records.
  • Implement safety procedures on the project and oversee the achievement of safety goals.
  • Prepare and assist in the preparation of weekly and monthly progress reports.
  • Act positively and participate in health and safety issues at the site, as required by the Resident Engineer and project safety representatives.
  • Provide on-site direction and assist the Resident Engineer in issuing site instructions concerning utility works and associated items.
  • Check and measure performed work, record, and display progress vs. programmed work.
  • Ensure correctness and completeness of as-built drawings within the line of work.
Requirements:
  • Degree in Civil Engineering or Mechanical Engineering with 10 years of postgraduate experience in design, site supervision, and construction management of utilities in major highway projects.
  • Demonstrable experience in all aspects of civil supervision on major road, highway, and general infrastructure projects, preferably in the Gulf region.
  • Emphasis on Quality Assurance Specifications and Statistical Quality Control.
  • Ability to review and justify material submissions, analyze laboratory and technical reports, and ensure compliance with project specifications.
  • Sound knowledge of contractual relationships.
  • Full computer literacy and ability to utilize computer technology to access data, maintain records, generate reports, and project-specific engineering and construction software.
  • Fluency in English, both written and spoken, with excellent written technical skills and oral and written communication skills.
  • Ability to keep necessary records and as-built records and take charge of handing over utility works to respective service authorities and assist the contractor in obtaining final clearance.
