Job Overview

Kintec Global Recruitment is seeking an experienced Senior Health and Safety Specialist to lead the implementation of Project Health, Safety, Environment & Security (HSES) Plans at our fabrication yard. The ideal candidate will have a strong background in health and safety management and experience working on major projects.

Key Responsibilities:

  1. Contribute to the development of a 'Proactive Safety Culture' at the fabrication yard by implementing Project HSES Plan and ensuring effective Contractor HSES Management System and Procedures are in place.
  2. Implement HSES Risk Management Program to identify, assess, mitigate and communicate project-specific risks, enabling safe and efficient project execution.
  3. Conduct regular HSES audits and verification programs to ensure risk controls and barriers are properly implemented.
  4. Oversee the HSES Observation Program to identify safe and at-risk behaviors and adopt best practices using mobile applications to capture and track safety performance data in real-time.
  5. Manage the HSES Training Program to ensure competency of the workforce and increase awareness of safe working practices.
  6. Develop the Emergency Response Plan to ensure all likely emergency response scenarios are identified and contingency measures are put in place.
  7. Implement the Security Plan to ensure the security and protection of people, worksites, material, equipment, plant, executed work, and completed assets.
  8. Establish the Occupational Health Program to ensure the health and wellbeing of the project team.
  9. Conduct HSES incident investigations to identify, record, investigate and resolve incidents to maintain and improve safe working practices.
  10. Manage the HSES Reporting Program using Leading & Lagging Key Performance Indicators to monitor HSES performance against objectives.

Reporting and Relationships

The Senior Health and Safety Specialist will report functionally to the Project HSES Division Manager and operationally to the Fabrication Manager.

Requirements:

  • Excellent written and verbal English language communication skills.
  • Well-developed interpersonal skills and ability to influence decisions using presentation, negotiation and facilitation skills.
  • Ability to manage development and implementation of Projects Management Systems adapted to the Oil & Gas industry.
  • Minimum 12 years broad experience in execution of major projects including at least 8 years involvement in yard fabrication of offshore production facilities.
  • Minimum 8 years experience in supervisory capacity of health & safety management.
  • Minimum 5 years experience working in the Middle East with prior experience executing projects within the State of Qatar preferred.
