Job Description:

We are seeking a highly experienced Marine Vessel Technical Lead to join our team. As a Marine Vessel Technical Lead, you will be responsible for ensuring the safe and efficient operation of our marine vessels. This includes overseeing the maintenance and inspection of vessels, as well as managing the crew to ensure compliance with company policies and procedures.

Key Responsibilities:

  1. Lead the development and implementation of marine vessel technical procedures and policies.
  2. Oversee the maintenance and inspection of marine vessels to ensure compliance with company policies and procedures.
  3. Manage the crew to ensure they have the necessary training and expertise to operate the vessels safely and efficiently.
  4. Develop and implement training programs for the crew to ensure they are aware of and comply with company policies and procedures.
  5. Conduct regular audits and inspections to ensure compliance with company policies and procedures.
  6. Identify and implement improvements to marine vessel operations to increase efficiency and reduce costs.
  7. Collaborate with other departments to ensure seamless integration of marine vessel operations into overall business operations.

Reporting and Relationships:

You will report to Subsea Sleeper Marine Construction Lead and indirectly to VMT when at site.

Internal Relationships:

  • Offshore Vessel Management Team
  • Offshore HSE Advisors
  • Onshore based project team
  • QatarEnergy LNG Operations in the field

External Relationships:

  • Onshore & Offshore Contractor marine Personnel
  • Other operators in the field to manage SIMOPS

Job Context & Major Challenge(s):

  5. Main COMPANY's focal point on marine vessel matters onboard Contractor's Vessel.

Safety Health & Environment:

You will ensure all marine activities are undertaken in compliance with Company Safety, Health and Environment and Quality policies, regulations, and standards.

Qatarization Program:

You will contribute to the development of Qatari employees. This accountability is a condition of employment for expatriate employees.

Firewall Compliance:

You will ensure all marine activities undertaken comply with anti-trust and competition laws and the Company firewall policies and procedures.

Key Job Accountabilities:

  1. Work independently within established marine procedures, plans, and budgets and contribute to the development of these deliverables.
  2. Monitor Contractor's marine vessel performance and ensure specifications/approved procedures are followed.
  3. Work on large capital expenditure projects in a highly dynamic team environment that has tight deadlines, high pressure, and visibility, requiring accuracy, initiative, and the ability to multi-task as essential skills.
  4. Interact effectively with project management and external stakeholders, including statutory auditors, shareholder auditors, regulatory bodies, and other entities as required to discuss project marine vessel related practices and issues.
  5. Assist Project Management with planning, procedure review, and technical support of marine vessel execution matters. Ensure that any marine vessel issues evaluated during HAZID/HIRA processes, or that are raised during safety meetings, are closed prior to the start of work. Take initiatives, based on experience gained, to deliver timely and cost-effective service.
  6. Participate in the development of all SIMOPS documents, ensuring that all parties have a clear understanding of marine activities and their impact on adjacent work activities. Interface with various project teams and departments on resolving related issues that require effective communication, initiative, flexibility, and an ability to induce collaboration.
  7. Work effectively within established procedures or create and endorse new marine procedures as necessary to further develop the Project Management philosophy.
  8. Establish credibility with peers, subordinates, and supervisors. Exhibit team leadership skills, integrity, self-confidence, and fairness. Set situations/issues in the context of the entire team and have an appreciation of the wider relationships with other people and organizations.
  9. Act as Company Site Representative or Marine Vessel Assurance Specialist as directed by COMPANY's Management onboard Diving Support Vessels and transportation vessels to supervise operation during field execution. Perform marine inspection prior to mobilization.
  10. Attend vessel safety meetings and toolbox talks to ensure there is a clear understanding of the marine activities that are to be performed. Relay all relevant Safety Alerts with the Contractor and the Vessel Management Team.
  11. Support vessel-related emergency responses, notifications, and incident reporting. Participate in Contractor investigations of all incidents and root cause analyses.
  12. Conduct marine vessel equipment audits ensuring all relevant certification and audits are up to date and that any close-out actions from audits have been carried out. Review Contractors marine personnel certifications and qualifications.
  13. Steward in the Management of Change process and be the Company Point of Contact on the worksite for all marine vessel related site queries.
  14. Participate in daily walk-through observations of operational areas onboard the marine vessels, to check on progress, safety, and housekeeping. Keep a detailed diary covering Project marine activities offshore with reference to any specific messages, e-mails, or telephone conversations.
  15. Supervise the Contractor's closeout reporting. Develop 'lessons learned' relating to marine vessel matters upon Project completion.
  16. Work in an evolving business environment where expansion opportunities are being identified on a continuous basis adding additional complexity and workload to the existing project environment.
