Key Responsibilities
  • Review Tender Documents: Review tender documents including scope of work, drawings, and specifications to ensure accuracy and completeness.
  • Coordinate Proposal Summary: Coordinate the input from all Offshore Operations departments into a single proposal summary, ensuring all information is accurate and up-to-date.
  • Attend Bid Interviews: Attend bid interviews with Management and participate in Houston reviews to ensure our proposal meets the client's requirements.
  • Ensure Proposal Approval: Ensure all input bid has been reviewed and approved by the Division Manager and General Superintendent and Division Manager before submittal.
  • Clarify Tender Documents: Determine if any clarifications are required from the company regarding the information provided in the tender documents.
  • Circulate Relevant Information: Circulate relevant sections of the tender documents and develop briefing documents for all division departments.
  • Prepare Technical Clarifications: Prepare technical clarifications/qualifications about the scope of work, drawings, and specifications and submit them to the Proposal Coordinator.
  • Determine Work Sequence: Determine the sequence of work to be performed, taking into account availability, tender requirements, and management bid philosophy.
  • Determine Equipment and Crew: Determine the equipment to perform the work and the crew make-up required for each phase of the project, ensuring nationality determinations and alterations to standard changes to cost for alternate nationalities, fuel, catering pricing, etc.
  • Determine Work Duration: Determine the duration of work, using historical records for similar jobs where applicable.
  • Prepare Bar Chart Schedule: Prepare a bar chart schedule for the marine work including vessel modifications and other preparatory work.
  • Prepare Miscellaneous Costs: Prepare miscellaneous costs for offshore work, including barge rig-ups / designs, port clearances, and project consumables.
  • Coordinate Construction Engineering: Coordinate all required construction engineering and preparation of technical drawings for bid submittals.
  • Prepare Safe Work Procedures: Prepare written procedures on safe work methods which meet project requirements for inclusion in the technical bid submission.
  • Subcontract Coordination: Ascertain what work contained in the proposal document is to be subcontracted if any, and prepare technical description and bid price structure for subcontract requests for a quotation based on anticipated schedule and Company's job requirements.
