Planning and Control Specialist

The Planning and Control Specialist is responsible for ensuring the integration of onshore project schedules and implementing a robust progress measurement system.
This position involves day-to-day activities for developing, maintaining, controlling, and integrating overall project schedules, including putting in place a progress measurement system, monitoring, verification, reporting, and analysis.
The specialist must understand key project drivers, define roles and responsibilities, develop communication protocols, identify, develop, and implement project procedures for planning and scheduling.
They will coordinate and facilitate all planning sessions and development of plans for project teams.
The prime objective of planning is to improve project performance by anticipating issues, avoiding negative situations, and reducing the frequency of poor outcomes.
Embedded robust planning management practices have been shown to contribute to consistent delivery of successful projects.
The Planning and Control Specialist conducts periodic assessments to ensure adherence to procedures and methods by business teams across various packages.
Your Key Responsibilities- Provide project schedule, progress measurement, and change management expertise to the Onshore Project team.
- Review contractor project control procedures (home office and field control procedures) to ensure that company's requirements are met.
- Evaluate project changes' impact on the overall schedule, quantifying and incorporating the effect and impact of approved changes in the overall schedule for stewardship purposes.
- Advise the Project Controls Head and Project Leadership Team of any potential schedule issues and when necessary, provide guidance on corrective action and measures to mitigate any adverse trends.
- Verify the accuracy of contractor progress reports for claimed progress reported by the contractor.
- Review and endorse schedule and progress baselines, recovery plans, and forecasts prepared by the contractor.
- Analyze schedule and progress trends reported by the contractor.
- Support the PMT with ongoing project schedule and progress analysis, reporting, and forecasting activities.
- Update the onshore schedule periodically to incorporate schedule updates from various packages.
- Maintain overall project schedules, ensuring they reflect the approved project design/execution scope.
- Monitor interfaces common to multiple packages and liaise with project teams to mitigate any adverse trends.
- Respond to ad-hoc requests from the PMT related to Scheduling and Reporting, including developing progress metrics and key performance indicators.
- Ensure the PMT and contractors work towards the correct priorities, with clear critical path and sub-critical paths to allow for timely sequenced start-up of the facilities as defined in the Management Control Schedule.
- Review productivity frequently to ensure the contractor can achieve the plan and advise when slippages are seen in Productivity Factor (PF) or Schedule Performance Index (SPI).
- Perform analysis on project data, including schedule analysis, productivity analysis, variance analysis on progress, manpower, and commodities, analyze site work front requirement for engineering deliverables, required-on-site, and need dates for procured materials.
- Develop various dashboards and analysis for onshore management and shareholders that includes multi-dimensional analysis on project quantities, progress, man-hours, productivity that supports key decision-making for onshore management.
- Prepare what-if scenarios, analyze progress trends across all onshore projects, and evaluate the impact to project completion.
- Bachelor Degree in Engineering, Business related subject or equivalent experience.
- Minimum of 10 years' experience in a major project environment within the oil and gas industry, with exposure in planning, cost and risk management including project controls, cost and schedule development.
- Experience of working with National Oil Companies or International Oil Companies will be an advantage.
- Excellent written and verbal English skills.
- Strong planning, organizational and prioritizing skills.
- Strong negotiating and influencing skills.
- Good communication skills.
- Good computer literacy skills (Primavera P6 (cloud version 18+), Word, Excel. Access, PowerBI, and PowerPoint).
- Hands on working experience in Primavera P6 Cloud Version 18 and above.
- Good knowledge of using Primavera Schedule Risk Analysis software for conducting Schedule Risk Analysis.
