Hss Manager

**Job Title : HSS Manager**

**Industry: Construction**

**Requirements**:
Shall be Ashghal approved, qualified with bachelor’s degree in engineering / science or equivalent from an accredited university & current professional HSE qualification (e.g. CMIOSH /CSP/CRSP Certificate or equivalent).

15 years’ professional experience in the civil construction industry out of which.
- 5 years’ experience in the construction of roads, highways, and bridges
- 10 years’ experience in the similar role in Qatar or any of the GCC countries

ISO 45001 Lead Auditor.

Proficiency in spoken and written English

Proficiency in Microsoft Word, Excel, and Power Point

Experience in QR 500+ million highway projects.

Process and technical knowledge of various construction activities associated with roads, highways, tunnels, underpasses, pipelines and underground utilities.

Proven experience in managing HSS programs wide, ensuring compliance with Ashghal standards and local regulations.

Additional certifications in environmental management (ISO 14001) and security protocols are an advantage.

**Key responsibilities**:
Compliance and Risk Management:
Ensure all project activities comply with Ashghal's HSS requirements, as well as local and international laws related to health, safety, and security.

Conduct risk assessments to identify potential hazards and implement risk mitigation strategies.

Lead incident investigations, root cause analyses, and corrective actions to prevent recurrence of HSS incidents.

Team Leadership and Training:
Lead, mentor, and manage a team of HSS managers, engineers, officers, and professionals to ensure high standards of HSS compliance across various projects.

Provide HSS training and capacity building to project/program staff, contractors, and subcontractors to promote awareness and adherence to safety practices.

Foster a culture of safety excellence and environmental sustainability among all project personnel.

Health and Safety:
Develop and implement health and safety programs aimed at preventing accidents, injuries, and occupational illnesses on site.

Ensure the use of appropriate Personal Protective Equipment (PPE) and other safety measures to safeguard the workforce.

Regularly monitor site activities to identify unsafe practices and enforce corrective actions as needed.

Security Management:
Oversee security protocols to safeguard personnel, assets, and infrastructure on various project sites.

Ensure the implementation of access control measures, security audits, and emergency response plans across program wide.

Manage crisis management and emergency preparedness procedures to respond to security threats effectively.

Monitoring and Reporting:
Develop and maintain HSS performance metrics, including incident rates, audit findings, and compliance reports.

Prepare detailed reports on HSES performance for Corporate QHSE management, internal stakeholders, Ashghal, and regulatory authorities.

Conduct regular HSS audits and inspections to ensure continuous improvement and compliance program wide.

Stakeholder Engagement:
Liaise with Ashghal, government authorities, and local communities on HSS matters, ensuring transparency and proactive communication.

Represent the project in HSS-related meetings and consultations with clients, contractors, and regulators.

Engage with key stakeholders to address concerns and ensure alignment on HSS goals and objectives.
