**Job purpose**:
Manage the daily activities of the estimation department Implement technical estimating standards and procedures and oversee the work of project estimators. Solicits supplier bids and proposals for labor, material and equipment and evaluates proposals to ensure they meet project specifications and budget requirement and responsible for the training and staffing of the estimating department.
**Educational Qualification**:
- B. E / B.S in Civil Engineering - UPDA a Must
- Additional studies in Project Management/ Construction Management / Quantity Surveying and Membership in the Royal Institute of Chartered Surveyors is an advantage.
**Duties and Responsibilities**:
- Manages the daily activities of our estimating department.
- Implements technical estimating standards and procedures and oversees the work of the project sub estimators/ QS.
- Solicits supplier bids and proposals for labor, material, and equipment and evaluates proposals to ensure they meet project specifications and budget requirement.
- **Evaluation of tenders and BOQ.**
a) Prepare and submit accurate cost estimation and competitive techno-commercial offers
b) Review and approve estimates for submission.
c) Build relationship with customers, consultants, and vendors.
d) Lead a team of highly experienced individuals.
e) Perform detailed tender review with Director prior to submission.
f) Studying Civil Specifications, Drawings, Quotations, Quantity surveying, & estimating tender price for Villas, Residential Buildings, Commercial Buildings, and Multistory Buildings.
g) Preparing Bill of Quantities of in-house projects and or reviewing Consultants Bill of Quantities, which list the complete of scope works of respective projects, are indispensable element or part of documents necessary for soliciting Tenders and the priced BOQ as part of Contract Agreements
h) Reviewing drawings and specifications with reference to company concepts and or requirements will accurately define the scope of works that will be further described in the BOQ, which are all necessary to eliminate contract disputes and minimize variation orders.
i) Budgeting jobs in hand, preparing optimized material requirement for all jobs in hand, Sending inquiries, searching for alternative vendors, negotiating prices, preparing a comparison statement for major items, ordering material, & arranging delivery schedules.
j) Submit cost estimates of proposed projects are necessary for budgeting and decision making by higher Company management
k) Accuracy of issued Bill of Quantities is of utmost importance in the proper execution of projects, and eliminates Contract disputes and in incurring unnecessary losses for the Company
l) Follow up tender results and negotiating final prices with main contractors.
m) Generate and maintain a culture of continuous improvement.
n) Interpret and follow Company from tendering processes and procedures to ensure all aspects of tenders are met including relevant discipline codes and standards as the framework of executing the projects within our quality assurances.
- Review and submit a report of Variation Orders from Contractors as referred by Project Management to the Technical & Design Management Team.
- Reviewing Variation Orders by the Technical & Design Management Team eliminates unwarranted additional cost and or at least minimizes the additional cost of projects resulting in savings for the Company
- Accuracy of submitted cost estimates is necessary for proper budgeting, and avoid requesting for additional budgets and or abnormal unused budgeted amounts
- Fair assessment of submitted Variation Orders (VOs) will save unwarranted additional cost to the Company and will give justice to all parties
- Communicate and follow up with project proponents and or end-users, Project Managers and indirectly with Contractors or Consultants, Head and Co-Members of the Technical.
- Perform site visits to investigate project requirements, and information regarding submitted variation order/s that necessitates communication with property Owner s representative, project proponents and or end-users, Project Managers, Contractors, Consultants, etc
**Experience**:
- Total Exp. of 5 to 8 years in Tendering / Estimation in a Mid / Large Size Construction / EPC Organization.
Gulf experience & D/L license.
