Under the overall guidance of the UNOCT Office in UN Headquarters and supervision of the Head of the Programme Office, this position will support the timely establishment and operationalization of the UNOCT Programme Office and the implementation of its programme of activities. The Programme Office will perform three core functions: (1) conduct and advance research in behavioural sciences to better understand the drivers and factors contributing to radicalization leading to violent extremism and terrorism; (2) provide capacity-building assistance to Member States and organizations to develop and implement programmes, projects and initiatives that integrate behavioural insights to counter terrorism; and (3) promote communication, outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviourally informed counter-terrorism interventions.

The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the UNOCT Programme Office in Doha, the State of Qatar, established in support of the UNOCT Programme “Establishment of the International Hub on Behavioural Insights to Counter Terrorism”. The incumbent will lead the Capacity-Building Team and report to the Head of the Programme Office.

**Responsibilities**:
Within delegated authority, the Programme Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Programme Officers.)
- Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Liaises with relevant parties and potential partners including government agencies, international, regional and subregional organizations, UN entities, research and academic institutions, suppliers, etc.; ensures follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
