Senior Principal Hses Advisor

**Job Overview**:
Receive of Tender Documents and/or instruction to Tenderer (ITT) and distribute to relevant HSE Bid team members for review and gap analysis to identify Bids technical and commercial requirements.

**Key Tasks and Responsibilities**:

- Prepares and submit HSE clarifications, qualifications, exceptions and deviations to the Proposal & Estimation Group.
- Arrange for the generation and/or submittal of the technical documents that need to be submitted with the bids (as required by the tender documents) such as questionnaire, proposed Project HSE Plan, CV's of HSE Lead, etc.
- Prepare, receive, collate and distribute relevant clarifications and qualifications responses to the HSE Bid Team. Review bid tender bulletin and update HSE Bid Team accordingly.
- Obtain project schedule and analyze manning (HSE coverage) requirements. Prepare project specific organization chart including personnel utilization and loading plans and submit proposal & estimation Group.
- Prepare the commercial cost input and submit to the relevant HSE Operations for review, Upon agreement, the commercial cost input shall be submitted to the Proposal & Estimations Group.
- Consolidate gap analysis and communicate HSE requirement(s) required to be passed onto other functions such as Marine, Hook Up, Subcontracts, etc.
- Coordinate with Procurement to keep current cost, unit rates & market prices of safety equipment, training and medical equipment.
- Prepared RFQ scope of work if part of the tender scope of work cannot be produced in-house and submit to subcontracts Department. Conduct Technical bid evaluation (TBE) of prospective subcontractor/vendor technical proposal.
- Prepare and submit PROM as deemed necessary. Attend the PROM session and agree with the Bid project Lead on HSES PROM final output.
- Respond to any clarifications (pre and post tender) that the Client may have and provide any back-ups as a result of the review of the technical and commercial submittals. Where required Bid Project Lead, attend the Client's post Bid Technical Meeting.
- Attend the kick off meeting and subsequent weekly bid progress meetings as organized but the Proposal & Estimation Group.
- Archive all bid submittals in the bid folder and also update the bi registry accordingly. Ensure that all submitted inputs relevant to the bid is saved and retained in the folder reference.
- Attend the technical and commercial review organized by Proposal & Estimation Group and Bid Project Lead. Also, attend peer and Local Management review as directed by HSES Director.
- Update relevant Bid HSE Registries periodically.

**Essential Qualifications and Education**:

- At least 12 years+ in O&G construction or process industry
- Any degree or equivalent plus NEBOSH Diploma or equivalent
- Proficient in Technical write-up and preparation of HSE plans
- Familiar with the various Client HSE Management system and requirements.
- ISO 9001, 45001 & 14001 Lead Auditor
